Ms. Moghtader wished to be recorded as objecting.  \nDirectors supported the selection of the water sector as a critical next priority for the Bank’s engagement in Syria given the key role of the sector for economic recovery, provision of public services and for creating and safeguarding jobs. The sector is also key to supporting the return of refugees and Internally Displaced Persons.  \nDirectors acknowledged the high risks, including fiduciary, environmental and social, and appreciated the proposed risk mitigation measures and strong oversight. Directors underscored the need to ensure sustained engagement in assessing and supporting the sector’s long-term development and reform agenda. They also emphasized the importance of ensuring resilient infrastructure is implemented and of monitoring any adverse implications for transboundary waters.  \nDirectors discussed the Bank’s overall engagement in Syria and appreciated the project’s focus on building government capacity for implementation, as well as the gender focus. They encouraged the Bank to support equitable service delivery to a large and diverse population, while addressing the drivers of fragility.  \nDirectors encouraged the Bank to play a coordinating role among development partners.
