INTRODUCTION  \n1. At the April IDA21 Second Replenishment Meeting, Management presented the fourth annual implementation update of the International Development Association’s (IDA) Sustainable Development Finance Policy (SDFP) to IDA Participants. The update also included proposals to support improved implementation of the Policy for enhanced results. IDA Participants were supportive of the Policy enhancements and endorsed the proposal in Section III (a) to allow mid-year revisions to PPAs to better account for changing country circumstances and implementation, effective FY25 . Following the agreements reached during the meeting, Management seeks approval of this proposal from the IDA Board of Executive Directors. For more details on SDFP implementation, refer to Sustainable Development Finance Policy of the International Development Association: FY24 Implementation Update and Proposal for Policy Enhancement, April 2024.1  \nII. SDFP IMPLEMENTATION  \n2. Launched in July 2020, SDFP aims to incentivize reforms toward transparent and sustainable financing in IDA countries and support them in enhancing debt sustainability. It has two key pillars, (i) the Debt Sustainability Enhancement Program (DSEP), and (ii) the Program for Creditor Outreach (PCO) . Under the DSEP, all IDA countries undergo an annual screening for debt-related vulnerabilities, and countries with elevated and moderate risks as identified by the Debt Sustainability Analysis (DSA) are required to prepare Performance and Policy Actions (PPAs) . Based on the SDFP eligibility criteria, 60 countries prepared 147 PPAs in FY23 and 59 countries prepared 158 PPAs in FY24 . PPAs are informed by sound diagnostics, addressing key drivers of countries’ debt vulnerabilities. The PCO aims to leverage the World Bank’s role as a convener complementing existing mechanisms for creditor coordination to support IDA countries to mitigate debt-related risks. Through regular events bringing together authorities and creditors, efforts have continued to achieve a better understanding and awareness of IDA countries’ debt vulnerabilities and the actions needed to address them.  \nIII. STRENGTHENING THE SDFP  \n3. The four-year implementation experience points to areas for improvements for enhanced impact and results. To ensure robustness, quality, and contestability of PPAs to support crucial reforms, the PPA process continues to benefit from a thorough and intense review process. As part of the overall SimplifIDA effort, Management has been exploring areas for improving the SDFP’s processes.
