Directors agreed that Sudan qualifies for debt relief under the HIPC Initiative’s “exports window”, noting that it had taken all the necessary steps to reach its Decision Point. The decision on Sudan’s qualification for assistance under the Enhanced HIPC Initiative is contingent upon the Executive Board of the IMF also agreeing that Sudan has reached the Decision Point under the HIPC Initiative and satisfactory arrangements have been made for the clearance of Sudan’s arrears to the IMF.  \nDirectors recognized the historic opportunity for Sudan to clear its arrears with IDA, receive debt relief, and benefit from international financial assistance that will help the country move towards its goals of attaining macroeconomic stability, inclusive growth, and poverty reduction. They commended the Government for the progress on transformational reforms made and stressed the importance of continued commitment to pursuing further macroeconomic and fiscal reforms as well as complementary measures to promote private sector development, to increase the likelihood of a successful stabilization in 2021. The critical importance of strengthening social safety netsand providing support to the most vulnerable groups, in particular youth and women, was stressed. Broad and strong support for the Sudan Family Support Program in this regard was noted.  \nDirectors agreed that the Completion Point will be reached when the proposed floating triggers have been met, which they encouraged the Government to reach by mid-2024. Directors acknowledged that the combination of Completion Point triggers and the reforms under IMF and IDA programs provided for a comprehensive policy agenda commensurate with the challenges faced by Sudan. The importance of closely monitoring progress towards achieving the triggers, with a focus on transparency and accountability, was highlighted, as was the need to ensure that Sudan receives the technical assistance that it needs to successfully implement the triggers.  \nDirectors underlined the importance of strengthening public financial management, domestic resource mobilization, and capacity building to enable the country to implement its ambitious reform agenda. They emphasized the need to improve Sudan’s debt management, transparency, and reporting through further progress on debt reconciliation and participation of all creditors in debt relief, to help
