Black Crime  \nThe National Commission on the Causes and Pre-vention of Violence halted operations last December forlack of funds before it could publish its final task forcereport,dealing with force concludes that therate of violent crime by urban blacks appears to bemarkedly higher than that for whites.  \nStaffers Donald Mulvihill and Melvin Tumin reportedthat urban blacks are arrested at rates(based on thepopulation of the races)eight to 20 times more often thanwhites for violent crimes.The report also shows that exceptfor robbery,60 to 70 per cent of the victims are black.  \nOn the basis of data supplied by the Federal Bureau ofInvestigation and the Census Bureau,the task force esti-mated that blacks were arrested 18 times as often as whitesfor murder,12 times as often for forcible rape,and 10times as often for aggravated assault.For robbery,blacks ofall ages are arrested 16 times as often as whites;the figurefor blacks between ages 10 and 17 being 20 times that crimereport without commenting,and the press usually ignoredthose statistics.  \nFormer Attorney Gen.Ramsey Clark talked aboutblack crime two years ago at a hearng conducted by theviolence commission,pointing out that Negroes were in-volved in 59 per cent of the arrests for murder and 54 percent of the victims were Negroes.He also reported that adisproportionate number of blacks,who comprise only 11per cent of the population,were involved in all arrests forviolent crimes.(This is further amplified by the 1969 FBIUniform Crime Reports showing that blacks were involvedin 55.7 per
