As the conflict in the Middle East is already disrupting value chains and risks leading to increased poverty, food insecurity, job losses, and deteriorating debt conditions, we call on the WBG to remain fully mobilized in support of affected client countries, whether by deploying its crisis response toolkit or by standing ready to provide additional financing if needed. Wherever conditions allow, the WBG must also fully participate in post-conflict recovery and reconstruction efforts. In this regard, France welcomes the ambitious mobilization of IDA financing in Syria and the central role played by the WBG in rebuilding the country’s institutions in close coordination with the authorities. In Palestine, the World Bank Group’s action is central and must continue to respect the principles of international law, the unity of the Palestinian Territories, and fully involve the Palestinian Authority. The reconstruction of Gaza must benefit all Palestinians and respect their fundamental rights. Under these conditions, France supportsan increase in WBG financing to Palestine, through the mobilization of IDA resources for the whole of Palestine and a high level of net income transfers from IBRD to the trust fund for Gaza and the West Bank, which notably enables budget support to the Palestinian Authority.  \n−  France also welcomes the efforts to refresh the World Bank Group’s Fragility, Conflict and Violence (FCV) strategy, which will strengthen resilience to shocks. France supports strengthened crisis and conflict prevention, in line with the United Nations Charter and its principles. We also support increased engagement in countries at risk of conflict, as well as calibrating the modalities and level of WBG support based on the potential for sustainable impact and the authorities’ commitment to implement key reforms to exit fragility. This balance should help overcome the stagnation too often observed. However, this will require ambitious mobilization of the Group’s human resources, with incentives for talents to work in FCV settings through better career recognition. France also reiteratesits call for IFC and MIGA to scale up their activities in FCV contexts, in line with the objectives set in the 2018 capital increase package.  \nThe conflict in the Middle East also calls for deepened efforts to address energy vulnerabilities in developing countries:  \n−  The World Bank Group must continue to fully contribute to the objective of transitioning away from fossil fuels within a framework of overall resilience and support its clients in managing energy markets volatility.
