I extend my deepest condolences to the families and communities impacted by the natural disastersand conflicts worldwide in recent times. We stand in solidarity with the peoples and governments of these nations in undertaking the challenging path of recovery and rebuilding.  \n2. The recent escalation of tensions in West Asia since late February 2026 has triggered heightened volatility in energy markets, adding a new layer of risk to an already fragile global growth outlook. A prolonged escalation of hostility in West Asia and disruption of the energy supply and trade networks could add further downside risks to the global outlook, potentially shaving several basis points off current growth projections.  \n3. The World Economic Outlook (April 2026) projects global growth under three scenarios for the calendar year 2026, given the fluidity of the situation in the Middle East. Under the reference forecast (assumed to be limited in duration, intensity, and scope, with disruptions fading by mid- 2026), global growth is projected at 3.1 percent in 2026. Under an adverse scenario (with a larger, more persistent effect of the war), global growth is estimated to slow to 2.6% in 2026. Under a more severe scenario, with greater damage to energy infrastructure, global growth is projected to fall to 2% . The WEO further estimates that the impact on emerging markets and developing economies (EMDEs) would be almost twice that on advanced economies.  \n4. Global inflation had been on a gradual downward trajectory, supported by softening demand and easing energy prices, as highlighted in the IMF’s January 2026 outlook. However, tensions in West Asia have begun to reverse this trend. As per the World Economic Outlook (April 2026), the expected Global headline inflation has been revised to a range of 4.4% to 5.8% in 2026, depending on whether the conflict ends early or extends. The impact will be much more pronounced on commodity-importing EMDEs.  \n5. We note that this year’s Development Committee paper builds upon the ideas introduced during the Spring Meetings 2025 and the Annual Meeting 2025. We support the World Bank Group in placing job creation at the center of its development strategy and in focusing on creating an enabling environment (better, proportionate, and predictable regulation) for jobs, which is essential for sustained economic growth.  \n6. We welcome progress on MDB reforms, one WBG approach, and the stronger focus on outcomes, but there is scope to go further. Affordable financing for middle-income countries remains critical. Continued work on the capital adequacy framework, hybrid capital, balance-sheet optimization, and guarantee instruments should translate into better terms and larger development impact for clients.  \nThe World Bank Group must continue to strengthen the role of the Global South in governance, shareholding discussions, knowledge creation, and operational decision-making. A more inclusive institution will also be a more effective institution.  \n7. We welcome the World Bank Group's growing focus on enhancing knowledge through the Knowledge Compact and the Knowledge Bank approach.
