Statement by H.E. Mohammed A. AlJadaan, Minister of Finance of the Kingdom of Saudi Arabia, delivered at the 113th Meeting of the Development Committee on April 16, 2026, in Washington, DC. The remarks analyze how the conflict in the Middle East is reshaping the global economic outlook through energy and fertilizer price spikes, systemic supply chain stress, and rising food insecurity risks. It emphasizes the MENAAP region’s central role, highlights Saudi measures to support trade continuity, and calls for a swift multilateral response and a dedicated impact assessment. The statement also outlines guidance on strengthening job creation through enabling private investment, agriculture, countercyclical support, informality reduction, and digital government services.","Public Disclosure Authorized \nDEVELOPMENT COMMITTEE \n(Joint Ministerial Committee of the \nBoards of Governors ofthe Bank and the Fundon the \nTransfer of Real Resources to Developing Countries) \nONE HUNDRED AND THIRTEENTH MEETING WASHINGTON, DC – APRIL 16, 2026 \nPub lic Disc losure Authorized \nDC/S/2026-0028 April 16, 2026 \nStatement by \nH.E. Mohammed A. AlJadaan Minister of Finance \nThe Kingdom of Saudi Arabia \nStatement by \nH.E. Mohammed A. AlJadaan \nMinister of Finance \nThe Kingdom of Saudi Arabia \n113th Meeting of the Development Committee \nApril 16, 2026 \nWashington, DC \nGlobal and Regional Context \nThe ongoing conflict in the Middle East has cast a long shadow over the global economic outlook. What initially appeared as a regional shock is now unfolding into a broader and more complex economic disruption, with markets still in the process of fully internalizing its cascading effects. The sharp rise in energy and fertilizer prices is not only feeding into inflationary pressures, but is also amplifying risks to growth, employment, and development outcomes worldwide. This is not a localized crisis; it is a global economic challenge with far-reaching consequences for both advanced and developing economies alike. \nAs the conflict persists, the risks become more acute and more systemic. Prolonged disruption threatens to deepen shortages of food and other essential goods, further straining already vulnerable supply chains. The warning by the World Food Programme is particularly stark: continued escalation, coupled with elevated fuel prices, could push an additional 45 million people into acute hunger. This underscores the human dimension of the crisis, where macroeconomic shocks translate directly into food insecurity and humanitarian stress. \nWithin this context, the MENAAP region stands at the epicenter of the economic fallout. Its central role in global energy markets and its position along key international trade routes mean that disruptions here reverberate far beyond the region, directly affecting global growth dynamics and job creation. Stability in this region is therefore not only a regional imperative, but a global economic necessity. \nAmid these challenges, Saudi Arabia has maintained stable domestic economic activity, while taking proactive steps to support regional and global trade continuity. By facilitating air and land routes for GCC neighbors, including for maritime exports, the Kingdom has helped mitigate some of the immediate logistical constraints. Moreover, long-standing investments in resilient energy infrastructure—most notably the East-West pipeline—have strengthened the system’s capacity to absorb and manage supply disruptions. That said, this is a global crisis that requires a swift multilateral response. \nIn this regard, I welcome the recent WBG statement reassuring its readiness to respond at scale and quickly help client countries to navigate this crisis. I encourage the WBG to undertake a comprehensive impact and needs assessment of the MENAAP region and allocate dedicated resources to help countries tide over this difficult time. \nJobs: Creating the Enabling Environment for More and Better-Paid Jobs \nThe World Bank estimates up to five million short-term jobs losses across EMDEs due to the conflict in the Middle East. The jobs-intensive sectors of focus in the WBG jobs strategy are all facing adverse impacts from the conflict. \nGlobal seaborne fertilizer trade, a third of which originates and passes through the GCC region, has been disrupted, with consequences for agricultural output and rural employment. Impact of higher freight, shipping and insurance costs is spilling over into manufacturing supply chains. Tourism has suffered from disruption in global travel routes; health systems are threatened by disruption in medical supplies and the healthcare for workforces; and in the digital sector, the conflict has reduced the global supply of helium, which is a critical input ","cbCaimMMQL7l2RsV","https://ap.wps.com/l/cbCaimMMQL7l2RsV","pdf",122520,1,3,"English","en",105,"# Global and Regional Context\n# Jobs: Creating the Enabling Environment for More and Better-Paid Jobs\n## Sector impacts and the jobs gap\n## Guidance for advancing the Jobs Agenda","[{\"question\":\"这份发言主要聚焦哪些宏观经济影响？ ,"https://schema.org",{"og:url":49,"og:type":84,"og:title":13,"og:site_name":56,"og:description":14},"article",{"robots":86,"canonical":49},"index,follow",{"doc_id":7,"site_id":24},{"code":4,"msg":5,"data":89},[90,94,98,102,107,112,117,120,125,128,132],{"id":20,"doc_module":4,"doc_module_name":44,"category_name":91,"show_sort_weight":92,"slug":93},"Story & Novel",90,"story-novel",{"id":45,"doc_module":4,"doc_module_name":44,"category_name":95,"show_sort_weight":96,"slug":97},"Literature",80,"literature",{"id":50,"doc_module":4,"doc_module_name":44,"category_name":99,"show_sort_weight":100,"slug":101},"Exam",70,"exam",{"id":103,"doc_module":4,"doc_module_name":44,"category_name":104,"show_sort_weight":105,"slug":106},5,"Comic",60,"comic",{"id":108,"doc_module":4,"doc_module_name":44,"category_name":109,"show_sort_weight":110,"slug":111},6,"Technology",50,"technology",{"id":113,"doc_module":4,"doc_module_name":44,"category_name":114,"show_sort_weight":115,"slug":116},7,"Healthcare",40,"healthcare",{"id":11,"doc_module":4,"doc_module_name":44,"category_name":12,"show_sort_weight":118,"slug":119},30,"research-report",{"id":121,"doc_module":4,"doc_module_name":44,"category_name":122,"show_sort_weight":123,"slug":124},9,"Religion & Spirituality",20,"religion-spirituality",{"id":123,"doc_module":4,"doc_module_name":44,"category_name":126,"show_sort_weight":123,"slug":127},"World Cup","world-cup",{"id":129,"doc_module":4,"doc_module_name":44,"category_name":130,"show_sort_weight":129,"slug":131},10,"Lifestyle","lifestyle",{"id":133,"doc_module":4,"doc_module_name":44,"category_name":134,"show_sort_weight":103,"slug":135},19,"General","general"]
