Following an unprecedented series of shocks, global growth remained stable yet underwhelming through 2024. In 2025, global growth is expected to remain subdued. An escalation in trade hostilities has created significant economic uncertainty and exacerbates risks to the global economic environment. ODA volumes are reducing.  \nThe ongoing effects of geopolitical instability across multiple regions including Russia’s war in Ukraine and the situation in the Middle East continue to pose downside risks to the outlook. We continue to condemn Russia’s illegal invasion of Ukraine, and we acknowledge current negotiations and encourage parties to agree to a comprehensive, just, and lasting peace in Ukraine, in line with the UN Charter. We urge all parties to fully adhere to international humanitarian law and support ongoing international efforts towards a resumption of the ceasefire in Gaza. We emphasise the need for global cooperation to address our shared challenges and to safeguard global peace and security.  \nIn this context, it is more important than ever that the World Bank Group remains focused on its mandate and ensures that every dollar of development support is carefully planned and calibrated. As we move deeper into a period of tightening global fiscal capacity, the MDB community, led by the World Bank Group, will be required to exercise high levels of efficiency, coordination and lending effectiveness to maximise outcomes.  \nEvolution agenda  \nThe Bank is steadily implementing the Evolution agenda. The signing of the Full Mutual Reliance Framework with the Asian Development Bank in February 2025 was an important milestone in building stronger partnerships and responding to the needs of client countries to reduce their burden of engagement. It also meets the call of G20 leaders for multilateral development banks (MDB) to work together to achieve meaningful scale and impact outcomes.  \nWe support ongoing work to enhance the Bank’s operational efficiency and effectiveness. We are already seeing the impact of these efforts with average project preparation times declining noticeably, enabled by streamlined project design and preparation, together with hands-on implementation support for lowcapacity clients in procurement and environmental and social risk management. At the same time, we must ensure that greater efficiency does not come at the cost of adequately informed risk engagement and development effectiveness; this means continuing to prioritise the most impactful projects, even in challenging settings.
