It reminds us that our universal values need to be steadfastly defended. A rules-based international order can only function by putting partnership and dialogue over war and aggression.  \nConcerted and multilateral action is needed. And much like during the COVID-19 sanitary crisis, the EU and its Member States have responded in a united way. Together, as Team Europe, we have provided more than EUR19 billion in financial assistance to Ukraine and are working with the World Bank and others to prepare Ukraine’s reconstruction after the war.  \nThe consequences of the war are far reaching and the EU continues to be focused on supporting partners worldwide. On top of the severe impact of COVID 19, the war has caused huge rises in the price of food, energy and other key commodities, it has triggered inflation, reduced reserves and increased debt, particularly for the most vulnerable countries.  \nGlobal Gateway – the EU’s EUR300 billion sustainable connectivity framework is focused on putting the 2030 Agenda back on track.  \nFirst, to respond to a deteriorating global food situation, the EU and its Member States swiftly put together a four-pronged response based on solidarity, trade, resilience and production as well as multilateralism. The EU launched “Solidarity Lanes” to support Ukraine’s grain export to the world by land. Following the recent mobilisation of an additional EUR600 million for some heavily affected African, Caribbean and Pacific countries and EUR225 million for countries in the Middle East and North Africa, the EU response to the global food security crisis until 2024 now amounts to more than EUR7.7 billion. In our international partnerships, we continue promoting sustainable local food production systems, through nature-based solutions and agro-ecological practices, in order to contribute to the food security and resilience of people, as well as the strategic food autonomy of partner countries.  \nIn this context, the EU takes note of the World Bank’s USD30 billion programme to respond to the food security crisis and the frontloading of resources from the IDA20 Crisis response window. Furthermore, the EU welcomes the IMF’s new food shock window to become a temporary IMF emergency lending instrument.  \nSecond, climate change and biodiversity loss are also directly affecting global food security and livelihoods. And EU action, notably under its Green Deal – despite our best efforts – will never be enough. Russia’s aggression of Ukraine also reminds us that a quick transition to renewable energy is the best approach to reduce our reliance on fossil fuels.  \nInvestments need to be aligned to the Paris Agreement objectives. The international community will meet again in a few weeks in Egypt for the UNFCCC COP27 and in Montreal in December for the CBD COP15 .  \nThe EU calls on the World Bank Group (WBG) and the International Monetary Fund to engage further and come to these two conferences with ambitious financing offers.
