transition,but alsoby the promise of renewal and progress.The world faces a convergence of complex challenges:economicvolatility,rising debt,climate change,and geopolitical fragmentation.Yet,these challenges are systemicand interdependent,requiring a response that is both analytically rigorous and collectively determined.Inthis context,the enduring value of multilateral cooperation is not simply important.It is indispensable tounderwrite our shared stability and prosperity.  \nThe World Bank Group stands as the cornerstone of this system,anchoring global cooperation andproviding a platform for principled dialogue.Its continued relevance depends on its ability to adapt,innovate,and lead with vision and courage.We commend the Bank for its ambitious evolution agenda,which is translating aspiration into tangible results and setting new standards for development impact.  \nIn fiscal year 2025,IBRD and IDA achieved record financing,with commitments surpassing $80 billion,atestament to the institution's enhanced financial capacity and operational agility.Within our constituency,total commitments reached approximately $3.72 billion supporting Fiji,Indonesia,Lao PDR,Nepal,andTonga.These projects span critical sectors such as climate resilience,infrastructure,and human capital.The Bank's climate leadership is equally remarkable.With $50.8 billion committed in climate finance thatrepresents 48%of total lending,the institution is setting a new benchmark for ambition and impact.This isnot only a quantitative achievement but a qualitative one,signaling a deep commitment to a just andaffordable energy transition.  \nIn fiscal year 2025,IFC and MIGA also delivered strong results,with IFC mobilizing $70 billion ininvestments and MIGA issuing nearly $10 billion in guarantees.These achievements are not abstractfigures—they translate into real impact across our constituency,from supporting wind power in Thailand¹to catalyzing climate and social investment²in Vietnam.  \nThis expanded capacity is matched by a suite of innovations in the Bank's operating model.The launch ofthe Emerging Markets Securitization Program,which recently closed its inaugural $510 million³transaction,marks a pivotal step in creating a new asset class for emerging markets and recycling capital  \nfor greater development impact.The step-up loan instrument⁴to
