The devastating impact of the COVID-19 pandemic on our constituency countries, and on the rest of the world remain a source of great concern. The IMF projection of a 4.4% contraction of the global economy and a recession in Sub-Saharan Africa for the first time in over 2 decades, is even more troubling. Lives are being lost daily, as countries continue to be affected by the pandemic, particularly in developing countries, where most of the new cases are now occurring. We are highly concerned with the high number of people, that are estimated by the World Bank, to fall into extreme poverty in 2020, the first net increase in global poverty in more than 2 decades.  \n2. We appreciate the strong support that the World Bank Group and the IMF continue to provide to countries in response to this pandemic. We have been encouraged by the agility of the World Bank Group (WBG) in the establishment of its COVID-19 fast track facilities in a short space of time. We support the WBG Approach Paper, which guide the allocation of the institution’s limited resources to clients as they pass through the different stages ofthe pandemic. We call on the World Bank to adopt a more flexible and balanced approach to the plight of African countries that request emergency budget support due to fiscal constraints from the shutdown of their economies. We welcome the decision by the Bank to top-up its COVID19 response by $12 billion to help developing countries access vaccines when they become available and call for close coordination with other global initiatives to ensure equal access of African countries to high quality vaccines.  \n3. It is against this backdrop that we welcome the overall increase in the collective commitments of resources by the IBRD and IDA, in FY20, and appreciate the increase in IFC long term finance. Although the funding gap remains large, we are pleased with the record level of commitments by the World Bank Group to Sub-Saharan Africa in FY20. We are happy with the increasing share ofWBG resources towards the continent, but we still see many areas for improvement. In response to the COVID-19 pandemic, we would have expected a much higher share of fast disbursing support in the form of Development Policy Operations, in line with the current constrained fiscal environment of falling tax revenues and increase in government expenditures in many of our countries. Furthermore, the low share of IBRD commitment to Sub-Saharan Africa call for strengthening of the relationship between the World Bank and the middleincome countries in the continent.  \n4. The contraction in global trade, travel restrictions, and lockdown measures necessary to mitigate the transmission of the virus, continue to suppress economic activity and will erode the long-term economic capacity of many countries, including those in Sub-Saharan Africa. We urge the WBG and other  \ndevelopment partners, working with regional development institutions through country platforms, to support areas of economic transformation for long-term growth in the continent, particularly in the context of the Africa Continental Free Trade Agreement.
