Svenja Schulze  \nMinister for Economic Cooperation and Development  \nGermany  \n108th Meeting of the Development Committee  \nOctober 12, 2023  \nMarrakech, Morocco  \nJust recently we once again witnessed devastating natural disasters. I want to offer my deepest sympathy to the victims of the earthquakes in Morocco and Afghanistan and the flooding in Libya.  \nI also want to express my sympathy and solidarity with those who are experiencing violence and war, like the people in Ukraine, and now in Israel. I utterly condemn the Hamas attacks on Israel and Russia’sinhuman war of aggression on Ukraine. The violence will produce only losers. The impacts ofthe Russian blockade of the Black Sea and of Russia’s attacks on Ukrainian ports and grain stores can be felt far beyond the borders of Ukraine, and they are threatening food security and prosperity around the world. I call on Russia’s government to go back to respecting international law, end the fighting, order a withdrawal from those parts of Ukraine that have been occupied in violation of international law, and stop using hunger as a weapon against the world.  \nIn 2015, the international community reached agreement on 17 Sustainable Development Goals and we made a promise to “leave no one behind”. Now, having reached the halfway point, we have to note that weare a long way from achieving those goals. Polycrises are exacerbating hunger, poverty and fragility. We must all step up our efforts for the second half of the implementation of the 2030 Agenda. We must make use of all the instruments at our disposal, we must gain momentum and adopt a more effective approach for achieving the SDGs. I welcome the report drawn up by the independent Expert Group of the G20, which expressly calls for global public goods to be included in the mandate of all the multilateral development banks and for the MDBs to align their guiding missions with relevant global frameworks – such as the Paris Agreement or the Kunming-Montreal Global Biodiversity Framework – and to take them into account in their decisions for funding allocations.  \nThis is important, because no country will be able to tackle the challenges all alone. For the World Bank this means that it has a special responsibility and a mandate to act. It is the biggest development finance institution, an engine for sustainable development, and it can also support countries in carrying out the urgently needed mobilisation of domestic resources. However, the World Bank must also be constantly developing, in order to tackle global challenges as effectively as possible.  \nHere in Marrakech we will lay the foundations for that: we are deciding on a trailblazing reform of the World Bank Group. A reform that will enable the World Bank to actively tackle the global challenges of the 21st century, the climate crisis, the loss of biodiversity, the pandemics, fragility and conflicts, and give a real push towards achieving the Sustainable Development Goals.  \nI am convinced that we can only effectively fight hunger, poverty and inequality in our world if we put a stronger focus on tackling global and cross-border challenges. It is a question of systematically integrating these challenges into national development programmes. For instance, we can no longer make plans nowadays for investing in agriculture and infrastructure without including adaptation to climate change. This reform will not be carried out at the expense of the poorest countries.
