Svenja Schulze  \nFederal Minister for Economic Cooperation and Development  \nGermany  \n107th Meeting of the Development Committee  \nApril 12, 2023  \nWashington, DC  \nThe international community is facing tremendous challenges:  \n• Russia's war of aggression against Ukraine is a blatant violation of international law. It is causing great suffering for the people of Ukraine and far beyond.  \n• As a result of the war, prices have continued to rise worldwide, especially for food, fertilizer and energy, putting particular strain on many countries in the Global South.  \n• The number of people – including in particular women and children – who have been displaced by war, violence and persecution is higher than ever before.  \n• Biodiversity loss and climate change are hitting the poorest and most vulnerable communities disproportionately, even though they have contributed the least to these developments. In view of the urgency of these crises, our actions so far have been inadequate.  \nThese global challenges threaten to set us back in our effort to achieve the Sustainable Development Goals, and they are posing a threat to the very foundations of human existence.  \nThat is why the German government has been working this past year to promote the systematic expansion of social protection systems. During Germany's G7 Presidency, the German government played a major part in launching the Global Alliance for Food Security and the Global Shield against Climate Risks. The World Bank Group is an essential partner for the successful implementation of these endeavors.  \nIn its current form, the multilateral financial architecture is not adequately prepared for addressing transboundary challenges. However, this is a necessity if we are to deliver on a key promise made by the international community – the promise to leave no one behind.  \nThe World Bank Group is an indispensable partner for this, because no country or region will be able to deal with the global challenges on its own. This means that the World Bank Group has a special responsibility and a clear mandate to take action.  \nIn order to deliver, the World Bank Group needs to evolve. This year we have a chance to successfully complete a fundamental reform. Our common goal should be to enable the World Bank to make targeted contributions toward solving transboundary challenges.  \nThere are seven points that are particularly important to me:  \n1. We need an ambitious reform. It is not enough to make two or three adjustments or set up a new trust fund. Our goal must be a true transformation bank that does not see a trade-off between ending extreme poverty and boosting shared prosperity on the one hand and solving global challenges on the other, but regards these things as two sides of the same coin.  \n2. We need a binding, specific and clear schedule for adopting a Marrakesh Consensus on thereforms at our Annual Meeting in Morocco this fall.  \n3. We need a new economic policy paradigm. Economic development must benefit all people equally – for sustainable, resilient, inclusive societies. An enhanced mission for the World Bank should guide its actions in working toward an adjusted economic model. Such a model needs to take systematic account of planetary boundaries and social justice and consider them in a holistic way, rather than focusing one-sidedly on GDP growth. Global agreements such as the Paris Agreement and the Global Biodiversity Framework provide key guidance in this regard.
