Svenja Schulze  \nFederal Minister for Economic Cooperation and Development  \nGermany  \n106th Meeting of the Development Committee  \nOctober 14, 2022  \nWashington, DC  \nThe international community is facing tremendous challenges:  \n• Russia is continuing its inhuman war against Ukraine and is trampling international law underfoot,• prices for food and energy have continued to rise – in part due to the war,  \n• levels of sovereign debt are increasing in many parts of the world and that is curtailing urgently needed investments in climate, health, food security, social systems and other important areas,  \n• climate change and the loss of biodiversity are increasingly threatening the very foundations of human existence.  \nNo country will be able to tackle these challenges all alone. However, I am convinced that, if we join  \ntogether and act with determination, then we can overcome the crises that our world is facing. I expect the World Bank Group to show leadership in this situation. There are five points that I would like to highlight:  \n1. GPGs  \nMany of the biggest challenges which our world is facing are transboundary and pose, in some cases, existential risks to our societies and economies. Climate change and biodiversity loss, pandemics, fragility and conflicts disproportionately affect the world’s poorest and most vulnerable groups.  \nOur existing multilateral development finance architecture was not designed to address this type of transboundary challenge.  \nIf the World Bank’s twin goals of ending extreme poverty and boosting shared prosperity in a sustainable way are to be achieved, then the World Bank’s vision will have to take account of the changing global landscape. We need an updated vision in which the goals of poverty reduction and shared prosperity, achieving the Sustainable Development Goals and addressing global challenges are all incorporated.  \nThere is no trade-off between climate action, pandemic preparedness and conflict prevention versus education, water supply and food security. The one set of goals cannot be permanently achieved without the other. If another pandemic strikes, there will again be massive learning losses unless we manage to prevent pandemics or do a better job of containing their global spread; and no nation will be able to achieve food security on its own if it is faced with massive crop failures caused by floods or droughts in the absence of climate action.  \nIn order to effectively address these global challenges, we need positive incentives so as to increase the demand from countries for funding to finance the provision of climate protection and adaptation, biodiversity conservation, pandemic preparedness and other global public goods.  \nAlso required in order to overcome global challenges are better and more fitting need analyses. The instruments will need to be reviewed as well: What can be done to improve the allocation of existing  \nconcessional funds and where do we need more? The answer to this question should not just be a matter of setting up a new fund.  \nA refreshed vision geared toward reducing poverty, achieving the SDGs and addressing global challenges will require more resources. The G20 Independent Review of MDBs’Capital Adequacy Frameworks (CAF Review) provides clear recommendations for the short and medium term for achieving scaled-up funding and thus also mobilizing more private capital. The feasibility of these recommendations now needs to be tested, without compromising the Bank’s financial solidity.  \n2.
