The end of this year was supposed to mark the halfway point toward the achievement of the Sustainable Development Goals (SDGs), but instead we face a long-term outlook of the weakest global economic performance since the 90s. Nearly half a decade on, many developing economies will be poorer than they were before the pandemic. The 2023 UN SDG progress report shows that only 15 percent of the targets were on track to be met by 2030, while the financing gap to achieve the SDGs in developing countries is estimated to be US$2 .5–3 trillion per year. Our collective efforts to combat global challenges which we approved last October in Marrakech and to support the achievement of SDGs targets, is more important than ever.  \n2. We therefore welcome the progress made toward becoming a bigger, better World Bank Group (WBG) through the World Bank Group Evolution Roadmap. After the endorsement ofWBG new vision and the new scorecard, the implementation of measures to strengthen financial capacity has achieved, including the launching of the first-ever Framework for Financial Incentives; the active role of the Private Sector Investment Lab with a concrete product of the creation of the Guarantee Platform; and the many reforms to improve operational effectiveness and efficiency to expedite delivery to clients. The Bank should be more confident to set ambitious targets for the Evolution deliverables in the next phase.  \n3. But we cannot take our foot off the accelerator. We urge the World Bank Group (the Bank) and the International Monetary Fund (the Fund) to continue to work in partnership with the development community to take action on three fronts.  \nFirst, the Bank and the Fund must sustain the momentum of reforms and ensure they translate into concrete opportunities for emerging market and developing economies. Operationally, we have high hope for the implementation of the Global Challenges Programs and Knowledge Compact where clients’ needs and circumstances should be placed at the center. With respect to financing, we want to underline the importance of the Bank maintaining its competitiveness while working with other multilateral development banks and international financial institutions. The Bank should be able to manage cost of borrowing as its financing terms are not comparable to its peers. Beyond this, as the Evolution requires additional financial capacity, and strengthening members’ shared stake and representation is important, we do believe that a capital increase, in line with shareholding review, will strengthen the bank’s legitimacy and governance at a time when trusted global institutions could not be more needed.  \nSecond, we must address pressing vulnerabilities and weaknesses in the global economy among the least developed countries, small states, and fragility affected countries. By 2030, an estimated 59 percent of global extreme poor will be in countries affected by Fragility, Conflict and Violence (FCV) .
