The statement outlines expectations for the World Bank Group and IMF collaboration, support for debt transparency and sustainability, investment in human capital, climate-related actions, and secure digital development, with references to specific funding initiatives.","Public Disclosure Authorized  \nPublic Disclosure Authorized  \nDEVELOPMENT COMMITTEE  \n(Joint Ministerial Committeeof the  \nBoards of Governors of the Bank and the Fundon theTransfer of Real Resources to Developing Countries)  \nONE HUNDRED AND FOURTHMEETINGWASHINGTON,DC-OCTOBER15,2021  \nStatement by  \nH.E.Shunichi SuzukiMinister of Finance  \nJapan  \nDC/S/2021-0057  \nOctober 15,2021  \nStatement by  \nH.E.Shunichi SuzukiMinister of Finance  \nJapan  \n104ᵗMeeting of the Development Committee  \nOctober 15,2021  \nWashington,DC  \n# 1.Introduction\n\nThe world continues to face an unprecedented public health,economic,and social crisis due to COVID-19.As the speed of the economic and social recovery is uneven between and within countries/regions,outlookremains highly uncertain.  \nIt is vital to swifly overcome the crisis and enhance preparedness for future crises.At the same time,theworld needs to achieve an inclusive and sustainable recovery through investment in human capital,responseto climate change issues,promotion of digital development with due consideration to security,and securingof debt transparency and sustainability.  \nJapan will support the World Bank Group(WBG),the International Monetary Fund (IMF),and otherinternational organizations in their initiatives for addressing these challenges.  \n# 2.Overcoming the ongoing COVID-19 crisis and preparing for future health crises\n\nFirst ofall,the crisis is still ongoing,and our urgent priority is to contain the pandemic.In this regard,Japancommends the timely support by the WBG.Given the prolonged crisis,the international community mustcontinue to work together to overcome the crisis,and Japan expects the WBG to take a leading role incollaboration with the IMF and other multilateral development banks(MDBs)while properly sharing rolesin line with their comparative advantages,within their respective mandates.  \nCOVID-19 will not be the last pandemic for mankind.It is essential to promote prevention and preparednessagainst future health crises in order to avoid losing past development gains and prevent vulnerable groupsfrom falling into extreme poverty,should another pandemic occur.  \nJapan has been leading discussions on global health,including towards achieving universal health coverage(UHC),in collaboration with the WBG.Going forward,the WBG needs to strategically shift its priority tostrengthening global health systems as well as providing technical assistance and allocating funds to thatend,from enhancing prevention and preparedness at the national level.In this respect,Japan expects thatstrengthening preparedness against pandemics will be an important Policy Commitment in the discussionson the 20th replenishment of the International Development Association(IDA).  \nWhereas on a global level,Japan expects the WBG,with its expertise in both health and finance and itsexperience at the Multilateral Leaders Taskforce on COVID-19(MLT),to play a core secretariat role inconducting gap analysis on the global health architecture and presenting solutions towards establishmentof a Global Health and Finance Board for Pandemic Prevention,Preparedness and Response discussed atG20.  \nMoreover,Japan expects the WBG to actively contribute to the G20's swift finance mobilization at a timeof health crisis.Japan emphasizes the importance of improving the efficiency of and scaling up existing  \nfinancing mechanisms,including MDBs,in order to avoid the risk that building a new framework wouldcause redundancies and complicate the required coordination.  \nFrom this viewpoint,Japan will continue to support developing countries in strengthening their capacitiesand developing medical facilities and equipment,including through scaling up its contribution to the HealthEmergency Preparedness and Response Trust Fund(HEPRTF),which has been supporting developingcountries responding to COVID-19.In addition,Japan continues its support for private finance mobilizationto expand the manufacturing and delivery capacity for","cbCaihqTbKbwO7w7","https://ap.wps.com/l/cbCaihqTbKbwO7w7","pdf",551338,1,5,"English","en",105,"# 1.
