Iran’s indiscriminant; unprovoked “egregious attacks”, as described by the recent UN Security Council resolution have caused, loss of civilian lives, destruction of energy infrastructure facilities, seaports, airports, commercial sites and various highly populated residential neighborhoods. In addition, oil, natural gas, fertilizers, and medical and food supplies have been impacted due to the obstruction ofwaterways and trade routes as in the case of the strait of Hormuz, severely impacting global supply chain at large. The region and the world will continue to suffer from the ramifications of these attacks for a long time. Meanwhile, the continuous brutal Israeli attacks on Lebanon and the wide scale of destruction exacerbated an already dire situation, increasing civilian casualties and destroying infrastructure causing a growing displacement of millions of people. In addition, despite the relative recent calm in Gaza, the humanitarian situation has only gotten worse, while also experiencing continuously deteriorating conditions in the West Bank coupled with serious fiscal and financial challenges facing the Palestinian Authority. While we appreciate WBG’s management for its recent engagements and insightful analysis, we still look forward to a growing and more impactful role going forward.  \nGiven that the global context is marked by unprecedented levels of fragility, conflict, and violence (FCV), with the MENA region among those most affected, it is essential that the World Bank Group effectively leverages its crisis toolkits to support affected countries and help mitigate wider systemic risks. We look forward to the Refreshed FCV Strategy Implementation Plan and underscore the importance of ensuring that the FCV country classification framework remains an internal and confidential tool, grounded in data from institutions to which countries are party and subject to appropriate Board oversight, given its political sensitivity and potential country-level implications. We also support the World Bank Group’s commitment to remain engaged in FCV contexts and encourage pragmatic, flexible delivery approaches that reflect operational realities, including hybrid modalities that preserve government ownership wherever feasible while allowing third-party implementation where access is constrained. Success in FCV contexts is mission-critical to the WBG’s development mandate and requires full alignment with IDA21 policy commitments and the IDA21 country allocation framework, ensuring that Country Partnership Frameworks are appropriately tailored to country-specific FCV risks.
