\nWashington,DC  \nThe global economy is facing growing economic,social,and environmental imbalances.Thelimitations of the growth models of the major global economies are fueling geopolitical and trade tensions,in a context further marked by the intensification of climate change.Only a joint,systemic,and cooperativeapproach to establish and share assessments of the causes and challenges posed by global imbalances willallow addressing their root causes,rather than their symptoms.Without such an approach,we riskwitnessing the fragmentation of the global economic order,which will threaten the prosperity and stabilityof all.  \nThese global imbalances also affect the development aid system.Developing countries could beparticularly affected by the fragmentation of the global economic order,and the convergence dynamic-vital to the fight against poverty and achieving the Sustainable Development Goals (SDGs)-could bestalled without determined action from all development partners,particularly the World Bank Group.Moreover,while development aid has been one of the pillars of the current global order for 80 years,it nowfinds itself weakened.  \nIn addition to this external fragility,there is a deeper questioning of the effectiveness,fairness,andsustainability of development aid.In a context of scarce public resources,expectations are growing:aidmust primarily benefit those most in need,produce a measurable and lasting impact on the ground,be usedsparingly,and for a limited period,strictly necessary to achieve the desired development outcomes.Furthermore,the architecture of development,which has become particularly complex over the years,mustbe simplified to improve access for beneficiaries,clarity for aid providers,and overall efficiency.Withoutadaptation to the realities and constraints of today's world,aid and the logic of solidarity investment thatunderpins it risk being even more deeply questioned.  \nTo meet these challenges,beyond addressing major global economic imbalances,it is necessary torenew international solidarity,around more effective and mutually beneficial partnerships,capableof generating new momentum and sustainable support for the countries and populations in greatestneed.The eradication of poverty in developing countries remains a central goal for development actorssuch as the World Bank Group.In middle-income countries,this new partnership logic must rely on bothincreased mobilization of domestic resources and private capital,and the empowerment of partner countriesto take ownership of their growth and transition strategies,enabling them to finance and deliver basicservices to their populations and put their countries on a path of sustainable growth.In the poorest and mostfragile countries,interventions must be more targeted,where they are most critical for common securityand prosperity.Multilateral development banks,particularly the World Bank Group,have a key role to playin all these areas.  \nIn this regard,France reiterates its support for the strategic focus pursued by the World BankGroup,which is fully aligned with this guidance.  \nFirst,France
