Nureddin Nebati  \nMinister of Treasury and Finance  \nTurkey  \nOn behalf of Austria, Belgium, Czech Republic, Hungary,  \nKosovo, Luxembourg, Slovak Republic, Slovenia and Turkey  \n105th Meeting of the Development Committee  \nApril 22, 2022  \nWashington, DC  \nWe would like to thank Management and staff for their hard work and dedication to the WBG's mission to end extreme poverty and boost shared prosperity while focusing on serving all client countries to rebuild better for a green, resilient and inclusive recovery from the COVID-19 pandemic.  \nAcknowledging the challenges related to the prevailing COVID-19 restrictions, we welcome the joint WBG and IMF decision to organize the IMF/WBG Spring Meetings in a hybrid format that enables in-person meetings. It is indeed essential to stay close to clients, shareholders, and other stakeholders in this regard. Therefore, we also strongly encourage a gradual return to field-based supervision of projects by Bank teams to mitigate risks that strain the WBG's capacity to deliver on its ambitious development agenda.  \nWhile global COVID-19 cases continue to fall sharply from their late-January peak, large regional differences persist. We commend the WBG for its role in increasing vaccine availability globally. We encourage the continuation of this work to focus particularly on regions with low vaccination rates, where the risk of new variants emerging is elevated. More broadly, ensuring greater investments in health systems strengthening should remain at the center of policy discussions, to ensure that countries’ health services are accessible to all, including the most marginalized.  \nThe United Nations General Assembly by an overwhelming majority of 141 countries adopted a resolution that deplored in the strongest terms the military aggression and demanded that the Russian Federation immediately cease its use of force and withdraw its military forces from Ukraine. We call for a speedy resolution of the war through diplomatic channels and for greater international cooperation and strengthened multilateralism. In addition to the devastating impact in Ukraine, the global economic recovery has been negatively hit by the ongoing war. Commodity prices, led by energy, grains and metals, have risen sharply, as has their volatility. Beyond the inflationary shock, disruption of trading relationships and food exports risk shortages with the highest burden falling on the most vulnerable. The war also results in an unprecedented refugee crisis in Europe, which has already had a significant impact on neighboring countries. We are deeply saddened by the loss of human lives and other detrimental impacts and wish to express our deepest solidarity with the people of Ukraine. We strongly condemn Russia's unprovoked and unjustified military aggression against Ukraine, and we call for peace. We commend WBG Management for the swift crisis response and strong commitment to the people of Ukraine. We highly appreciate the immediate assistance, including fast-disbursing financing and exploring other options to mobilize additional resources and ways to help neighboring and other affected countries, given the war's broader economic and social impact.
