Nicolas Kazadi  \nMinister of Finance  \nDemocratic Republic of Congo  \nPresident of the Africa Group II Constituency  \nOffice of the Executive Director, Africa Group II of the World Bank 108th Meeting of the Development Committee  \nOctober 12, 2023  \nMarrakech, Morocco  \nMr. President,  \nOn behalf of the 23 countries of Africa Group II, I wish to thank the Management of the World Bank (WB) for this Report on the World Bank Evolution Roadmap. We wish also to echo our words of appreciation to the Executive Directors ofthe World Bank for the efforts they have put in since the process was launched in January 2023. Our meeting to discuss the matter this morning is proof positive of our collective commitment to reforming this financial institution so that it can better tackle the global challenges facing us. As we read in the report, the decades of progress that lifted one billion people out of poverty was practically wiped out. The situation in Africa is even more alarming, with millions of persons facing extreme poverty, conflict, violence, and fragility—all of this against a backdrop of climate change and geopolitical tensions.  \nIt was in this context that the African Governors ofthe World Bank adopted a Common African Position on the World Bank Evolution Roadmap at their 2023 African Caucus meeting in Cabo Verde. In addition to reviewing our countries’ strategic priorities in light of this major reform, the Position also addresses the issue of the dire need for a new, more inclusive, and more effective international finance architecture, for which we make our most strenuous plea. Allow me, however, to draw from our Common Position to share with you our Group’s expectations of the different work streams ofthe Evolution.  \nLet me first address the Vision and Mission: We support maintaining the Bank’s twin goals of ending extreme poverty and boosting shared prosperity. In our view, doing so is tantamount to renewing the Bank’s mandate to act decisively to eradicate this scourge, particularly in Sub-Saharan Africa, where poverty continues to grow. The need is all the more urgent now that we know the Sustainable Development Goals (SDGs) will not be attained by 2030. For us, the concept of a livable planet goes beyond climate and cuts across all the SDGs as a whole. In this regard, we wish to express our support for the United Nations Secretary General’s call to mobilize US$500 billion to deliver the SDGs, with emphasis on Africa. To this end, we welcome broadening the concept of Global Public Goods beyond climate, pandemics, and fragility, to include other areas, such as water security and access, energy, food security, and, of course, nature and biodiversity and digitalization, as cross-cutting issues. Considering their complementarity and interdependence, implementation of the Global Priority Programs (GPPs) must be done equitably, with nature and biodiversity an integral part of the process.  \nSecond, I should like to address our expectations of the operating model, also referred to as the new Playbook. We hold the view that the Bank’s operations should be determined by our countries’ priorities. Even so, we are keenly awaiting the new impact-based approach focused on replicability and scalability, with due care taken to deliver at the national and regional levels and through global partnerships.
