Nicolas Kazadi  \nMinister of Finance  \nDemocratic Republic of Congo  \nPresident of the Africa Group II Constituency  \nOn behalf of the Africa Group II Constituency  \n107th Meeting of the Development Committee  \nApril 12, 2023  \nWashington, DC  \nOn behalf of the Africa Group II Constituency that represents 23 countries, I would like, in my capacity as President for this year, to submit to you the written statement that covers the single item on the Development Committee’s agenda, namely: Evolution of the World Bank Group (WBG)—A Report to Governors. I would first like to thank the Board and Management ofthe WBG for preparing this progress report, which provides information on the ongoing process related to the Evolution of the World Bank Group. Absent from the Bretton Woods Conference in 1944, the countries in our Group and in Sub-Saharan Africa in general have a special interest in this initiative, as it marks a major turning point for the Bank ina context that remains worrying.  \nThe abovementioned report is definitive. Recent socioeconomic progress has been wiped out by a confluence of crises caused by the COVID-19 pandemic, the war in Ukraine and climate change. We are facing multiple and multifaceted challenges such as extreme poverty, fragility, inequality, food insecurity, the energy deficit, the burden and cost of debt and rampant inflation with consequences for stability and macroeconomic balances. According to the Report, the number of people living in extreme poverty has risen to 719 million. Sub-Saharan Africa has been particularly hard hit by this phenomenon.  \nThroughout this process, which began in January 2023, our Group has been actively engaged in this initiative. We held a meeting on March 14, 2023, with the invaluable participation of the Bank’s Management and other external actors. The aim was to gain a better understanding of the evolution of the WBG and to shed greater light on this reform. Together with our G11 partners, we issued a Statement on the Roadmap.  \nThis situation underscores the even more urgent need for collective, concerted and targeted efforts to achieve the Sustainable Development Goals, seven years before the 2030 deadline. Therefore, while our Group supports a comprehensive approach to addressing the interrelated global challenges of climate change, pandemics, fragility, conflict and vulnerability, we believe that these efforts must go hand in hand with the consolidation of the Bank’s twin goals ofending extreme poverty and promoting shared prosperity.  \nI welcome the process that has led to progress achieved under the WBG’s Evolution Roadmap. We call on the Executive Directors, in collaboration with Bank Management, to continue consultations in an inclusive, participatory, transparent and holistic manner, with a view to submitting concrete proposals to us, ahead of the Annual Meetings, scheduled to take place in Marrakech in October 2023.  \nIn that regard, I would like to convey the following messages pertaining to the questions submitted by the WBG Board and Management to the Governors for their consideration on the various aspects of thereform.  \nWith regard to the vision and mission, we welcome the continued commitment to achieving the twin goals of ending extreme poverty and promoting shared prosperity, which are central to our approach.
