The Nordic-Baltic countries condemn in the strongest possible terms Russia's unprovoked and unjustified act of aggression against Ukraine, which grossly violates international law and the UN Charter, and undermines international security and stability. We declare our solidarity with the Ukrainian people who are fighting for their country, their cities, their homes, their families, their lives. We demand that Russia immediately cease its military actions, withdraw all its troops from the entire territory of Ukraine and fully respect Ukraine’s territorial integrity, sovereignty and independence within its internationally recognized borders and abide by UN General Assembly resolution titled “Aggression against Ukraine”supported by 141 states at the 11th emergency special session. The Nordic-Baltic countries work in close cooperation with international partners to implement strong, far-reaching and effective sanctions with severe impacts on Russia and its accomplice Belarus as part of broader efforts of further isolation.  \n2. The Nordic-Baltic countries resolutely support Ukraine’s inherent right to self-defence and the Ukrainian armed forces’ efforts to defend Ukraine’s territorial integrity and population in accordance with Article 51 of the UN Charter. At all times, Russia must respect its obligations under international law, including international humanitarian and human rights law, including with respect to the protection of civilians, women, and children. Russia also needs to stop its disinformation campaign and cyber-attacks.  \n3. We applaud the Bank’s swift establishment of the emergency financing package, FREE for Ukraine. With contributions from the Nordic-Baltic countries and others, FREE for Ukraine helps the Ukrainian Government to provide critical services to its people. We call on the Bank to continue to coordinate with Ukraine and development partners to ensure a robust response to help the Ukrainian people during this difficult period. Reconstruction efforts will require significant amounts of financial resources and we urge the Bank to explore all possible options for resource mobilization.  \n4. Neighboring countries are striving to create hope and dignified solutions for millions of refugees from Ukraine. We call on the Bank to continue to expand the support to Ukrainian refugees and host communities in neighboring countries.  \n5. The devastating consequences of the Russian aggression-not only for Europe, but globally – cannot be overstated. We must focus on mitigation of global implications affecting the poorest countries. The Russian aggression against Ukraine is a clear violation of international law and risks causing global fragmentation with consequences to longer-term economic stability and prosperity. We call on the Bank to act towards securing supply of food, water and energy as well as efforts to increase resilience for developing countries.  \n6. Meanwhile, it is with no less strength that parallel crises are continuing to unfold and intensify around the world. Conflicts, climate change and COVID-19 alongside the negative spillover effects of the war in Ukraine reverse global progress and development. Poverty and inequality are on the rise.
