Nadia Fettah Alaoui  \nMinister of Economy and Finance  \nof the Kingdom of Morocco  \non behalf of the Constituency of Afghanistan, Algeria, Ghana, Iran, Libya, the Kingdom of  \nMorocco, Pakistan, and Tunisia  \n110th Meeting of the Development Committee  \nOctober 25, 2024  \nWashington, DC  \nOn behalf of our constituency, I commend the World Bank Group’s (WBG) Board of Executive Directors, Management and Staff’s steadfast commitment to driving sustainable development, especially during these heightened global challenges.  \nThe Development Committee Paper titled \"A Future-Ready World Bank Group\" lays out a clear roadmap for strengthening the Bank’s mission and adjusting its operations to meet the evolving needs of its client countries. The paper demonstrates the WBG’s commitment to tackling the pressing challenges of poverty, inequality and climate change.  \nBefore sharing our reflections on the DC document, we would like to acknowledge the Bank’s intervention in Gaza and the West-Bank and urgently call on the Bank to scale up transfers to the Gaza-West Bank Trust Fund to help Palestine overcome this unprecedented humanitarian crisis.  \nIn April 2024, the joint World Bank-UN Rapid Damage and Needs Assessment (RDNA) estimated the cost of destruction of critical infrastructure in Gaza at $18.5 billion, equivalent to 97% of the Palestinian economy in 2022. Since then, there has been significantly more destruction and loss of life, and it will take immense resources to rebuild both infrastructure and livelihoods. Furthermore, the majority of the population is on the brink of famine and facing acute food insecurity. Accordingly, we urge the WBG to leverage its vast experience in FCS contexts and disseminate lessons learned in the West Bank and Gaza to promote stability, protect human capital and strengthen institutions.  \nWe assert that the World Bank Group’s technical and financial support is integral to efforts aimed at alleviating the suffering, while addressing urgent humanitarian and development needs in Gaza and the West Bank. This support is not only crucial for saving lives but also for catalyzing resources from the international community and boosting the resilience of the Palestinian people. The WBG has an instrumental role to go beyond the status quo and we strongly urge management to do more as rebuilding Palestine is a Global Public Good.  \nWith regards to the Update, we acknowledge its comprehensiveness and would like to share the following reflections:  \nOn climate, we welcome and support a balanced focus on both adaptation and mitigation. We underscore the importance of the Bank’s commitment to allocate 45% of its financing to climate-related actions by 2025, with half of this amount being dedicated to adaptation. As we understand that the WBG is lagging in reaching its equal targets on climate sub-components, we urge the Bank’s institutions, including MIGA and  \nIFC, to place a stronger focus on adaptation and to use all available incentives to boost its operations and upstream work to achieve the 50% target on adaptation.  \nRegarding IDA, we emphasize that the IDA21 replenishment is not only a financial necessity but a cornerstone in strengthening the WBG's overall mission.
