It also highlights support for the WBG’s strategy, expanded SME finance, private capital mobilization, and improved data and public finance reviews to advance inclusive, resilient economic growth.","Public Disclosure Authorized  \nPublic Disclosure Authorized  \nDEVELOPMENT COMMITTEE  \n(Joint Ministerial Committeeof the  \nBoards of Governors of the Bank and the Fundon theTransfer of Real Resources to Developing Countries)  \n## ONE HUNDRED AND ELEVENTH MEETINGWASHINGTON,DC-APRIL 24,2025\n\nDC/S/2025-0004(E)April 24,2025  \n## Statement by\n\nH.E.Nadia FettahMinister of Economy and Finance  \nof the Kingdom of Morocco  \nOn behalf of the Constituency of Afghanistan,Algeria,Ghana,the IslamicRepublic of Iran,Libya,the Kingdom of Morocco,Pakistan,and Tunisia  \n# Statement by\n\nH.E.Nadia FettahMinister of Economy and Finance  \n# of the Kingdom of Morocco\n\non behalf of the Constituency of Afghanistan,Algeria,Ghana,the Islamic Republic of Iran,Libya,the Kingdom of Morocco,Pakistan,and Tunisia  \n111hMeeting of the Development Committee  \nApril 24,2025  \nWashington,DC  \nOn behalf of our constituency,we first commend the World Bank Group(WBG)for its pivotal role inaddressing the globaljobs crisis,as outlined in its strategic paper “Prioritizing the Private Sector,PoweringJobs.\"We are at a critical crossroads,with 1.2 billion youth in developing countries entering the workforcethis decade and a projected shortfall of 300 million jobs.Without decisive action,we risk destabilizingsocieties,reversing development gains,and worsening inequalities.The WBG's renewed focus onleveraging the private sector to generate inclusive,sustainable employment is both timely and vital.  \nIn this context,allow me to share the following reflections:  \nTo support countries tackling the immense challenge of creating quality jobs,we urge the WBG to helpgovernments prioritize employment as a core national objective.This can be achieved through acomprehensive “Roadmap for Employment”that outlines targeted initiatives,mitigates job losses,andcomplements sectoral programs through coordinated implementation frameworks and measurablemilestones.Reforms to improve the business environment—such as accelerating digitalization and reducinginformality—must also be prioritized.We also call on the WBG to assist in implementing innovativefinancing mechanisms,including debt-for-jobs swaps,to redirect fiscal resources toward labor-intensiveprojects.At the same time,the private sector must step upas a development partner by aligning investmentswith SDG-oriented job creation.  \nWe strongly support the WBG's three-pronged strategy for addressing the employment challenge:(i)Creating essential conditions for productive work,(ii)Enabling private-sector-led growth through soundgovernance and policies,and(iii)Mobilizing private capital for economic expansion and job generation.We commend efforts to mobilize both cross-border and domestic private capital,develop local capitalmarkets,and connect MSMEs and entrepreneurs to markets,especially in high-impact sectors such asagribusiness,energy,healthcare,and tourism.  \nWe also welcome innovations like the Private Sector Investment Lab which addresses barriers ininfrastructure and energy transitions,and the Global Emerging Markets Risk Database(GEMs),whichenhances investor transparency.Expanding the Joint Capital Markets Program (J-CAP)under AIDA21further strengthens local capital markets and integrates MSMEs into global value chains.These effortsdemonstrate the WBG's commitment to closing structural gaps and building resilient,inclusive economies.  \nTo bridge the jobs gap,we urge Management to expand access to finance for MSMEs,which employ over60%of the workforce in developing economies but face a $5.2 trillion financing shortfall.In this regard,we support the One World Bank Group Finance Facility for Supply Chain Development—a transformativeinitiative that uses digitalization,fintech,and regulatory reform to streamline SME financing.The IFC'sfocus on non-traditional platforms,such as digital lenders and agribusiness cooperatives,can unlockopportunities for underserved sectors.We encourage fast-tracking these initiatives while adapting them to  \nr","cbCaihS2WHkkbzRF","https://ap.wps.com/l/cbCaihS2WHkkbzRF","pdf",1170755,1,3,"English","en",105,"# ONE HUNDRED AND ELEVENTH MEETING\n## Statement by H.E.
