We would like to express our sincere condolences to the people of Morocco and Libya, and we stand with them in solidarity and support. We are grateful to the people and the Government of the Kingdom of Morocco for hosting the 2023 Annual Meetings in Marrakech in this challenging time.  \nGlobal economic growth remains subdued while the ongoing poly-crisis creates strong headwinds to the development agenda. Against this background, we express our sincere appreciation to the World Bank Group (WBG) staff who contributed to achieving record levels of commitments and disbursements in fiscal year 2023. Thanks to these efforts, the WBG overdelivered on its $170 billion Global Crisis Response Framework commitment by $28 billion between April 2022 and June 2023. We also welcome the record share of commitments for climate finance across the WBG and we call for greater transparency and improved climate-related methodologies to maximize impact. We stand together with communities across the globe affected by natural disasters, and we express our sympathy to our constituency member Slovenia, which experienced devastating flooding due to extreme weather events in August 2023.  \nRussia’s unprovoked and unjustified full-scale military aggression against Ukraine continues to destroy Ukraine, negatively impacts the neighboring countries as well as the global development prospects for more than 19 months already. We reiterate our deepest solidarity with the Ukrainian people and all who are suffering from this invasion and its spill-over effects. We strongly condemn Russia’s invasion, and weremain supportive of Ukraine’s sovereignty within its internationally recognized borders. We call for an end of Russia’s aggression against Ukraine which would give way to lasting peace. We commend the WBG for the strong and steady support to the people and Government of Ukraine.  \nWorld Bank Group Evolution  \nAgainst this challenging background, we strongly support the WBG Evolution process to become more responsive to the increasing needs of clients due to global challenges. It is paramount that the WBG steps up its efforts to achieve the Sustainable Development Goals (SDGs), reach net zero greenhouse gas emissions, and to address global challenges that affect millions of people. In this vein, we support the new mission and vision ofthe WBG, especially appreciating the continued focus on ending extreme poverty and promoting shared prosperity, and a comprehensive definition of a livable planet, including biodiversity. We concur with the eight identified global challenges to guide the WBG’s work in the years to come.  \nNew World Bank Playbook  \nThe proposed new WBG playbook contains a promising set of solutions to support this updated ambition. It is important that the global challenges have clear linkages with the playbook and are reflected in the operational reforms.
