\nH.E.Mohammed AljadaanMinister of Finance \nThe Kingdom of Saudi Arabia \nDC/S/2025-0057 \nOctober 16,2025 \nStatement by \nH.E.Mohammed AljadaanMinister of Finance \nThe Kingdom of Saudi Arabia \n112thMeeting of the Development Committee \nOctober 16,2025 \nWashington,DC \nEvolving Development Landscape \nRegions,countries,and communities worldwide are navigating overlapping economic andgeopolitical challenges.By identifying their comparative advantages and investing in their existing capital, nations willhave what it takes to overcome challenges and realize opportunities—from wars,fragility,andpost-conflict reconstruction needs to the disruptive pace of technological innovation, demographic shifts, and emerging trade patterns. The World Bank's formed region of the Middle East &North Africa,Afghanistan &Pakistan,is no exception. It is a region with strong historical and trade ties, and despite theimmense challenges faced, this region, spanning from the depths of the Atlantic Ocean to the Himalayas'summits, holds remarkable potential for recovery and growth.Realizing this potential requires a decisiveand large-scale international response, leveraging the resources and expertise of the World Bank Group(WBG)in partnership with other Multilateral Development Banks(MDBs). \nThe region is endowed with strong human capital. For Sudan,Syria, and Yemen, that human capitalis poised to be the cornerstone of revitalizing their economies in the reconstruction phase. In Palestine, thedevastation of economic assets, hospitals, and schools is staggering. The international community muststand with Palestine as it faces the immense task of rebuilding its infrastructure, institutions, andcommunities almost from the ground up.The scale of reconstruction and development makes stronginternational partnerships and WBG leadership indispensable. \nThe WBG engagement in Fragile,Conflict-affected,and Violence-affected (FCV)settings, and itsefforts to support resilience and livelihoods during crises, are commendable.Any scaling back would entailsignificant costs and risks for not only affected countries but also for the international community.Giventhe extraordinary and unprecedented needs, and recognizing reconstruction as the WBG's core mandate, itis essential to lead with designing a dedicated reconstruction strategy incorporating innovative financingmechanisms. \n# Growth and Jobs\n\nThe renewed focus on jobs is timely,as rapid advancements in AI and robotics are profoundlyreshaping labor markets. This decade, for every two new jobs, one has been displaced by technology-atrend likely to intensify in the coming years.Jobs are the main path out of poverty to a dignified livelihood, and growth is the main engine that drives job creation. As the world's premier development institution anda trend-setter for other MDBs,the WBG can play a critical role in harnessing the growth-jobs-povertynexus.In this dynamic context, employment must be viewed not merely as an economic metric, but as acornerstone ofsocial stability and shared prosperity. \n# Physical Infrastructure\n\nEnergy is the lifeblood of every economy, and without reliable and affordable energy,no modernactivity can take place. Many developing countries are endowed with hydrocarbons, whose utilization can \nhelp advance the jobs agenda across all sectors.Investing in natural endowment, coupled with investing incarbon capture technologies, will be vital for accelerating growth and responsible transitions. \nDigital connectivity is the nervous system of today's economy, empowering innovation, financialinclusion, and knowledge exchange.Without affordable and reliable digital infrastructure, countries riskbeing excluded from the opportunities of
