factors should beconsidered in the World Bank's policy dialogue with client countries.By embracing these changesproactively,the World Bank Group(WBG)can help its clients mitigate risks,adapt to uncertainties,andseize opportunities to foster inclusive and sustainable development.  \n# Fragile and Conflict Affected Situations\n\nWe express our profound concern over the worsening humanitarian crises in some fragile and conflict-affected situations(FCS),including in Palestine and Sudan.These crises have devastating consequencesfor millions of people,underscoring the urgent need for collective action to address immediate needs,protect civilians,and ensure the effective delivery of humanitarian aid.In addition,support for post-conflictcountries,such as Syria,is critical to fostering stability,rebuilding institutions,and enabling sustainabledevelopment.  \nThe WBG,in collaboration with the International Monetary Fund(IMF)and other development partners,must play a leading role in supporting reconstruction and development in FCS.This includes rebuildinginstitutions,restoring livelihoods,and creating opportunities for growth,stability,and resilience.Indeed,multilateral institutions,including the WBG and IMF,must prioritize tailored,context-sensitive solutionsthat address the root causes of fragility,while fostering hope for a better future for affected populations.  \n# IDA21&Sustainable Development\n\nSaudi Arabia continues to support global development and sustainable economic growth,particularly forlow-income countries.Recognizing the potential profound impact low-income countries,and its cascadingdirect benefit to the security and stability of the international community.  \n# Jobs:A Prerequisite for Prosperity\n\nThe growth-jobs connection is central to development,yet slower global growth and rising populations inlow-income countries (LICs)present an urgent challenge.By 2035,300 million young people may lackemployment opportunities,making poverty reduction and prosperity goals harder to achieve.The keypriorities for the job agenda are as follows:  \nThe private sector holds the key to addressing this challenge,as 80-90%ofall jobs are created by privateenterprises.To thrive,businesses need this access nexus:(1)access to finance,including patient long-termcapital;(2)access to reliable and affordable energy;and(3)connectivity,both physical and digital.Todeliver on this access nexus at scale,the WBG must utilize partnerships with multilateral institutions,  \ncatalyze private investments,tap into all energy sources,and prioritize
