Mohammed Aljadaan  \nMinister of Finance  \nThe Kingdom of Saudi Arabia  \n110th Meeting of the Development Committee  \nOctober 25, 2024  \nWashington, DC  \nToday’s Development Context  \nThe Palestinian people are facing a dire situation and deteriorating by the day. Violence must stop for the sacred human life to be protected, and for their livelihoods to be nurtured. The human suffering in Palestine and Lebanon is overshadowing the timing of our meeting, at a time when the Bretton Woods Institutions are marking their 80th anniversary. Eighty years ago, these institutions were established practically during the 2nd World War to attend to the human suffering by supporting development and reconstruction. Bretton Woods Institutions must continue what they were established to do, and must strive to strengthen their support to countries in MENA region.  \nThe Bank has achieved milestones since its inception, and it will be called upon to do even more, given today’s challenging environment. While global growth is holding steady and the world economy appears to head for a “soft landing”, geopolitical tensions and conflicts have clouded the outlook for the near future. It is not predictable how soon these tensions and conflicts may be resolved. But what can be safely predicted is that, if they persist, they will rattle markets and exacerbate challenges for vulnerable developing countries. The World Bank Group (WBG) needs to continue bracing for such challenges while strategically advancing opportunities for growth and resilience.  \nIn any event, some facts need reckoning. Global growth is stabilizing at a rate insufficient for progress on key development goals, currently estimated by the World Bank to be 2.7% year over the next two years, well below the 3.1% witnessed in the decade before COVID-19. The recently released World Bank Poverty, Prosperity, and Planet Report 2024 points out that if growth does not accelerate and become more inclusive, it will take decades to eradicate extreme poverty and more than a century to lift people above the poverty line for middle-income countries. As the WBG continues on the evolution path, it needs to not lose focus on poverty and embedding the fight against it and the need to create jobs across the group.  \nSince the beginning of COVID-19, the world has lost decades' worth of development gains, millions of people have been plunged back into extreme poverty, and the acquisition of basic needs became a challenge; and due to the uneven and sluggish recovery, multilateralism has become a necessity. As a development partner, the Kingdom of Saudi Arabia has contributed more than $36 billion since 2020 to help countries return to the development track.  \nFinancial Capacity  \nIDA is the key platform to fulfill the WBG mission in eradicating extreme poverty. A robust IDA21 Replenishment is an immediate priority, including optimal market borrowings, broadening the donors base, and transfers from IBRD consistent with its own financial sustainability framework.  \nI am pleased that, with various balance sheet optimization measures, IBRD has extended its lending capacity by $150 billion over 10 years. I encourage Management and the Board to determine if this can be further increased by leveraging the existing equity capital within a sound financial sustainability framework consistent with the AAA credit rating.
