Aljadaan  \nMinister of Finance  \nThe Kingdom of Saudi Arabia  \n107th Meeting of the Development Committee  \nApril 12, 2023  \nWashington, DC  \nThe global economy has endured multiple overlapping challenges since the onset of the pandemic. While COVID-related challenges have subsided, a number of others—including food insecurity, high inflation, rising debt, inadequate energy access, global fragility, growing inequality, and subdued growth—are impacting World Bank Group (WBG) clients to varying degrees, with the poorest countries affected the most.  \nThe Kingdom of Saudi Arabia has been, and will continue to be, supportive of the international and regional development institutions, including the WBG, through financial contributions and policy recommendations with a view to enhancing development outcomes and impacts. Furthermore, Saudi Arabia will continue to bilaterally support countries in need, as it has done over the past decades. Since our last Spring Meetings, Saudi financial contributions to vulnerable members since the recent SDR allocation has amounted to around US$28 billion, equivalent to about 217 percent of our share of the recent SDR allocation.  \nEVOLUTION OF THE WORLD BANK GROUP  \nDuring its long history, the WBG has evolved along with the changing development landscape. As itembarks on a new phase of this journey, seeking to expand engagement on global development challenges, it must not dilute focus on its core development mandate as reflected by its Twin Goals of ending extreme poverty and boosting shared prosperity, as well as the Sustainable Development Goals (SDGs) of the United Nations. Progress towards these goals has been set back since the outbreak of the COVID-19 pandemic, necessitating a heightened ambition going forward. In this regard, I would like to emphasize a number of guidance points.  \n1. Strategic Direction and Mission Statement  \nThe Twin Goals must retain centrality in the World Bank Group’s work; everything that the WBG does should be guided by its mandate to end poverty and boost shared prosperity. While achieving economic growth is critical to making progress on the Twin Goals and the SDGs, it also enables nations to withstand future shocks while strengthening fiscal positions to meet domestic development needs, as well as to contribute to addressing global development challenges. It is for this reason that I believe economic growth should remain a central part of the strategy to achieve the WBG mission.  \nWhile there are many global challenges, it is critical that we focus on the common challenges faced by client countries. This focus is necessary for optimal use ofthe WBG’s limited resources. Having said that, the most relevant global challenges impacting development in our view include: food, energy, and water security; addressing current and future pandemics; fragility, conflict, and refugees; debt vulnerabilities; the digital divide; and addressing climate change. These challenges should rank high among WBG priorities.  \n2. Operating Model  \nThe WBG needs to further enhance its support to help countries manage short-term shocks and crises by proactively investing in preparedness, creating buffers, and engaging in effective risk-management to  \nwithstand the impacts of shocks and ease adjustment.
