The grief and damage this war continues to cause, not just in Ukraine but across the whole world, is unfathomable. The distortion of global supply chains has increased poverty, fragility, and food and energy insecurity, setting back poverty eradication and undermining development gains, especially in the world’s poorest and most fragile countries.  \nThe world is facing other significant challenges, including the critical threat of climate change and the scarring effects of the COVID-19 pandemic. These Spring Meetings rightly see the Bank focus on thereforms needed to better address these crises, which have jeopardised advances in poverty reduction and the achievement of the SDGs. The poorest and most vulnerable are suffering the worst consequences. The international community has therefore called upon the Bank and other multilateral development banks to adapt their way of doing business, increase efforts to mobilise private capital, and play an even stronger role in addressing crises such as climate change, pandemics and increasing fragility. We urge the Bank to continue addressing the needs of all clients, in particular the poorest countries, and including the needs of the countries within our constituency to which these crises have given rise. We reiterate the importance of global order and multilateral cooperation and condemn any violation of sovereignty and territorial integrity.  \nUkraine  \nOur constituency, which includes Ukraine and its affected neighbouring countries, endorses the Bank’smobilisation of support and coordination of efforts to bolster Ukraine’s economy and society. We also appreciate the Bank’s contribution to the update of the Rapid Damage and Needs Assessment, which is establishing the scale of the destruction in Ukraine and identifies financing priorities for immediate recovery in 2023. We thank the Bank for its substantial support and call on the Bank and partner countries to make contributions to finance USD 14 billion in immediate recovery needs in 2023 as identified in thereport. We welcome the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF) and we support additional structures for further support to compliment the URTF.  \nWe consider it to be of the utmost importance that the Bank continues supporting Ukraine. We are committed to contributing to the Bank’s financial and technical support to both Ukraine and all other countries affected by the war. Support should contribute to the economic and financial stability of both Ukraine and the region and hopefully facilitate speedy and sustainable reconstruction. We emphasise that the Ukrainian authorities should lead the reconstruction effort, in close cooperation with relevant IFIs and donor countries. International aid should be coordinated to maximise its impact and support should be provided in a timely manner.
