Lan Fo’an  \nMinister, Ministry of Finance  \non behalf of  \nThe People’s Republic of China  \n111th Meeting of the Development Committee  \nApril 24, 2025  \nWashington, DC  \nAs President Xi Jinping pointed out at the 2024 G20 Rio Summit, we need to channel more resources to such fields as trade, investment, and development cooperation, and strengthen development institutions. There should be more bridges of cooperation, and less \"small yards, high fences\", so that more and more developing countries will be better off and achieve modernization. However, recent actions by certain economies have ignited trade wars globally, exacerbating the fragmentation of the global economy and bringing unprecedented external shocks for developing countries. These actions pose significant risks to global poverty reduction and development efforts. We call on the international community to work together to uphold the right direction of economic globalization, practice true multilateralism, and strive to provide certainty for the global economy and development endeavors.  \nIn this regard, China commends President Ajay Banga for leading the World Bank Group (WBG) to prioritize private sector development and help developing countries create hundreds of millions of jobs over the next decade. We believe this will lay a solid foundation for developing countries to escape poverty and achieve shared prosperity. We also expect the WBG, as a leader among multilateral development institutions, to continue serving as a cornerstone of the current international economic system.  \nI. Safeguarding the stability of the global economic and trade order to foster a favorable external environment for job creation and steady growth.  \nEconomic development is the foundation of employment. The world economy, having gone through several waves of globalization, is deeply interconnected. Greater coordination and complementarity among countries are essential for productivity growth and represent an irreversible historical trend. On the whole, economic globalization has added to the well-being and promoted prosperity for the human society. Issues arising from the distribution of benefits brought by economic globalization can only be resolved in the process of advancing globalization. Unilateral or beggar-thy-neighbor policies will not only backfire but also fail to address domestic issues such as trade deficits, declining industrial competitiveness, and structural unemployment. Such policies will disrupt the international economic and trade order and the stability of global industrial and supply chains. History has repeatedly shown that there are no winners in trade wars, especially for developing economies with weak economic resilience and high external dependence, which will bear enormous asymmetric losses.  \nPromoting inclusive economic globalization and safeguarding the stability of the global economic order are shared responsibilities of the international community. China calls on the WBG, together with international organizations such as the World Trade Organization (WTO) and the International Monetary Fund (IMF), to advocate for principles such as non-discrimination and fair trade, jointly uphold the multilateral trading system, safeguard the stability of global industrial and supply chains, and maintain an open and cooperative international environment.
