Russia’s aggression has led not only to a direct humanitarian toll but has also contributed to food and energy insecurity and to economic instability in poor and vulnerable countries. We express our sympathy for the loss of life from this unprovoked and unjustified war and full solidarity with the people of Ukraine. We reiterate our call for a comprehensive, just, and lasting peace in Ukraine through diplomatic efforts andfor greater international cooperation and strengthened multilateralism to preventfragmentation and safeguard global peace and prosperity.  \nDevelopment Challenges  \nRecent years have seen decades of development gains erased by multiple overlapping crises, including the COVID-19 pandemic, Russia’s invasion of Ukraine, and the impacts of climate change. The most vulnerable in society have been disproportionately affected, with a substantial increase in extreme poverty, and lasting impacts on human capital formation. Women and girls, in particular, have been affected by adverse impacts on human development, employment, and security. We are deeply concerned that the global outlook still faces headwinds, which will pace further pressures on vulnerable economies impacted by war-driven supply chain disruptions, food and energy insecurity, ongoing monetary tightening in response to soaring inflation, growing debt burdens, and the looming threat of the global economic fragmentation.  \nWith sharp increases in global debt levels since the pandemic, the need for greater multilateral coordination on debt sustainability has become more important than ever. Many developing countries are at risk of, or are in, debt distress, and the rising costs of debt servicing will further erode their limited fiscal space. The transition to a low carbon economy is fundamental in responding to both climate change and energy security in a mutually reinforcing manner.  \nTo address the challenges facing development, we call on the World Bank Group (WBG), in collaboration with the International Monetary Fund and development partners, to work with countries in need to achieve greater macroeconomic stability and growth, promote a stronger private sector, facilitate trade, and make appropriate investments in human capital, infrastructure, and global public goods.  \nPolicy Priorities  \nWBG Evolution  \nWe welcome progress on the WBG’s Evolution agenda, which aims to better equip the institution to address pressing global challenges such as climate change, pandemic risks, and fragility, conflict, and violence.
