Jasem Mohamed AlBudaiwi  \nSecretary-General  \nThe Gulf Cooperation Council  \n112th Meeting of the Development Committee  \nOctober 16, 2025  \nWashington, DC  \nToday, our world faces the risk of losing a decade of progress made towards achieving the Sustainable Development Goals (SDGs) . The Tenth Progress Report on the Implementation of the 2030 Agenda for Sustainable Development, issued by the United Nations in September 2025, indicated that the SDGs have indeed contributed to improving the lives of millions of people around the world. However, the current pace of progress remains below the level required to achieve them fully by 2030, with only five years remaining until the target date. Millions still suffer from extreme poverty and lack of basic services, while women, persons with disabilities, and marginalized communities continue to face growing challenges. The escalation of conflicts, the worsening climate crisis, widening inequalities, and rising debt servicing costs are all factors hindering progress toward inclusive development.  \nThe 2024 Global SDG Performance Report shows that less than 18% of the world’s countries are on track, while about 17% are making only limited progress, amid a turbulent global environment characterized by conflicts, climate change, geopolitical tensions, and economic fluctuations.  \nDespite these challenges, the Gulf Cooperation Council (GCC) countries have adopted an integrated approach that aligns their national visions with the 2030 Sustainable Development Goals through a comprehensive system of strategies, plans, and initiatives that balance national priorities with sustainable development requirements.  \nThe GCC countries have worked to stimulate economic activity, develop macroeconomic environments, and strengthen infrastructure to encourage both local and foreign investment. They have also implemented social protection programs, promoted governance of public services, and enhanced administrative efficiency and flexibility to better respond to the aspirations of citizens and investors alike.  \nThe GCC countries embrace the principle of “leaving no one behind” through policies aimed at ensuring an equitable distribution of development gains, protecting the environment, promoting environmental sustainability, and launching programs to combat and adapt to the impacts of climate change. They also encourage circular, green, and blue economies, enhance the efficiency of resource use especially nonrenewable ones and increase the contribution of clean and renewable energy to economic activity.  \nIn this regard, GCC countries rank among the top in international indicators of competitiveness and human development and are classified as high-income countries within the “Very High Human Development”category according to UN reports. Statistics indicate that GCC countries have already achieved, or are on track to achieve by 2030, a large number of the SDG targets, including for example:  \n• The proportion of the population with access to basic services has reached nearly 100% in all GCC countries.  \n• The global target for maternal mortality no more than 70 deaths per 100,000 live births has been achieved, along with reductions in under-five and neonatal mortality rates below global target levels.  \n• Teacher qualification rates have reached 100% across all education levels, recognizing the vital importance of human capacity building for sustainable development.  \n• Universal access to safe and affordable drinking water has been ensured, along with full
