We commend the World Bank Group (WBG) for responding to shareholders’ calls for a bigger and better Bank and its bold commitment to becoming a future-ready institution. By adopting a forwardlooking approach, the WBG is positioning itself to tackle emerging global challenges while ensuring its continued relevance to all its clients, whether low-income, middle-income, Small States, or countries in fragile, conflict, or violent situations. The WBG's expanded mandate and ongoing reforms underscore its dedication to meeting the evolving needs of its diverse member countries. This transformation reflects the Bank’s proactive approach to navigating an increasingly complex global landscape while fulfilling its mission of poverty reduction and shared prosperity on a livable planet.  \n2. We welcome the progress made in the WBG evolution, including implementing most measures proposed by the G20 Capital Adequacy Framework, strengthening the IBRD's financing capacity and operational efficiency. We further support the Bank’s efforts to streamline its procedures and deliver with greater efficiency, agility, scale, and impact. Additionally, we commend the adoption of the One WBG approach, which optimizes the synergies of the WBG institutions and presents client countries with a tailored menu of financing instruments and knowledge products that address their development challenges. We believe this approach will further maximize development impacts on the ground by improving the quality of life for our people.  \n3. We appreciate the WBG's continued focus on IDA21 Replenishment; addressing Fragility, Conflict, and Violence; tackling Climate Change; expanding Access to Affordable Energy; promoting Digital Transformation; supporting debt restructuring and economic integration; fostering Private Sector Development; and providing access to affordable healthcare for vulnerable people. We equally commend the alignment of IDA21’s focus areas with the Sustainable Development Goals and reemphasize the need to protect IDA amid Bank Evolution reforms.  \n4. Furthermore, we welcome the new WBG Gender Strategy and Action Plan 2024-2030. Achieving gender equality is essential for sustainable development, and we are optimistic that this strategy will significantly enhance women's economic participation and foster gender-inclusive growth. We look forward to regular updates on achieving the specific targets and timelines outlined in the Action Plan.  \nON IDA21 REPLENISHMENT  \n5. At a time when we are negotiating an ambitious IDA21 replenishment, the world continues to struggle with multiple crises. According to the 2024 Poverty, Prosperity and Planet report, 712 million people—equivalent to 8.5 % of the world’s population—live in extreme poverty with 490  \nmillion in Sub-Saharan Africa (equivalent to 69 % of the Continent’s population) . Progress on poverty reduction has stagnated, with fragile and conflict-affected areas, particularly in SSA, being the hardest hit. Unless the current trends are reversed, 2020-2030 is set to be a lost decade.  \n6. Given the current trends in the global development landscape, IDA’s efforts to sustain its annual commitment of US$30 billion remain inadequate to meet the needs of low-income countries, hence the need for additional financing.
