Bretton Woods Institutions (BWI)inproceeding with holding the 2023 meetings here in Marrakech despite the devastating earthquake.At thisvery difficult time,we wish to express our sincere condolences to Morocco and its people.We stand withyou in prayer and solidarity in the face of this daunting tragedy,you will emerge a stronger and moreresilient nation.To the Moroccan Authorities we sincerely appreciate your distinctive warm welcome;yourbeautiful landscape;your unique display of kindness and cultural diversity which is a truly enrichingexperience.  \nThe global economy has shown more than expected resilience.However multiple downside risks whichinclude climate related disasters,fiscal stress,geopolitical tensions,trade fragmentation and food andenergy market disruptions,provide constraints to GDP growth.Similarly Sub-Saharan Africa hasexperienced a decline in growth for 2023 due to persistent inflation,contracting goods trade,higherborrowing costs and debt vulnerabilities,increased fragility,conflict and violence amongst others.Weappreciate the continued commitment of the World Bank Group(WBG)to address the rising globalchallenges which threaten long term growth and have already had an adverse impact on poverty andinequality.  \n# WBG Evolution\n\nWe welcome progress on the implementation of the World Bank Group Evolution Roadmap,which is ademonstration of how the Board and Management have harkened to the call to address global challengesand increased client needs with urgency.It is in the interest ofall mankind and the next generation to refocusour efforts in accelerating the attainment of the Sustainable Development Goals(SDGs).Africa hasregressed in staying on track to meeting the SDGs.The COVID-19 pandemic and the conflict in Ukraine,have severely upended economic and social development in Africa,affecting economic activities.  \nThere have been reversals in poverty gains and ending extreme poverty is unattainable by 2030,more than600 million people on the continent do not have access to affordable and stable energy and Africa has theworld's lowest average human capital.  \nIn this regard,we are pleased with the progress made by the WBG in implementing the G20 IndependentPanel Capital Adequacy Framework recommendations.We concur that this should be within the WBG'sown governance framework while safeguarding the long-term financial sustainability,robust credit ratingsand preferred creditor status.  \nVision and Mission  \nWe welcome the expanded vision and mission which continues to have a focus on the twin goals to “endextreme poverty and boost shared prosperity”with an added emphasis “on a liveable planet”.We view aliveable planet as one that is beyond climate change and takes into account the
