Geopolitical fragmentation, rapid technological displacement, and a persistent jobs deficit are not cyclical disturbances that standard policy instruments were designed to address. They require responses of equivalent structural ambition.  \nYet, to name these forces honestly is not to accept their terms. Pessimism is a poor counselor, and history offers ample evidence that collective determination, properly organized, has overcome worse. What I have witnessed is not a World Bank Group in retreat, but an institution in motion, one that is asking harder questions of itself and demonstrating that multilateral development finance, when wielded with precision and ambition, remains one of the most potent instruments we have for ensuring that the scale of these challenges generates resolve rather than paralysis.  \nNowhere is that ambition more urgent than in the jobs agenda. The High-Level Advisory Council on Jobs has moved beyond diagnosis toward architecture: one shared measure of what success looks like, three pillars that any country can build from, and five sectors where employment can grow at the speed this moment requires. The arithmetic is unsparing: over the next decade, developing economies will generate barely half the jobs their young people will need. That gap demands deliberate cross-country coordination, identifying what works and moving it, without translation loss, to where it is needed most.  \nThe adoption of the \"More and Better Paid Jobs\" indicator marks a genuine shift: from the crude metrics of activity volume toward what truly matters, the quality of livelihoods and the dignity of work. We see the 2026 Annual Meetings in Bangkok as a critical platform for translating this shared framework into coordinated action.  \nThe operational record of the past year makes the institutional case without elaboration: IFC's record private capital mobilization, MIGA guarantee exposure at historic levels, and an IDA21 replenishment of $100 billion that speaks to enduring international confidence. We acknowledge the dedication of Management and staff in delivering these results during a period of exceptional complexity and uncertainty. These figures reflect genuine institutional achievement, and they make a larger case: that the model works and that the platform for greater ambition now exists.  \nTwo recently completed strategies reflect a meaningful evolution in how the institution defines its mandate. The Water Strategy targets water security for 400 million people by 2030. The new Small States Strategy is particularly vital for members like Fiji and Tonga. Its incorporation of the MultiDimensional Vulnerability Index represents a meaningful step beyond the blunt instrument of GDP per capita, acknowledging that vulnerability is real, structural, and not
