participate in the 105th meeting of theDevelopment Committee.  \nThis meeting is taking place while concerns about the pace ofrecovery from the COVID-19 pandemic crisisare exacerbated by the repercussions of the severe crisis in Eastern Europe.Moreover,the series of large-scale shocks hitting the global economy intensify underlying vulnerabilities in many Emerging Marketsand Developing Economies and threaten years of progress in improving the living standards of millions ofhouseholds worldwide.  \nThese dramatic shocks also create rare opportunities to find out innovative development solutions andrethink partnership and cooperation among economies.From this perspective,harnessing digitalization fordevelopment and addressing the issue of debt sustainability are two critical undertakings.  \n# Digitalization for development\n\nThe COVID-19 crisis has shaken the development landscape and revealed the vulnerability of globalizedeconomies.Its deep and widespread impacts on economic activity combined with divergent recovery pathswiden income gaps between advanced and developing economies.The COVID-19 pandemic crisis has alsoreversed significant gains in poverty reduction,pushing over 100 million additional people into extremepoverty across the world.In addition,it has caused global hunger to rise again after years of decline.  \nThe recent surge in food and energy prices,fueled by the conflict in Eastern Europe,will have otherdevastating impacts on the livelihoods of most people,especially in the least developed economies wheremultidimensional poverty is widespread.  \nAgainst this backdrop,strengthening our capacity as development institutions to swiftly deliver emergencysupport is critical.But,at the same time,we should not miss opportunities to foster innovations that canaccelerate the most-needed structural transformation in our member states.  \nThe pandemic has also spurred rapid changes in how consumers and companies behave.While the COVID-19 pandemic has accelerated the global transition towards a digital economy,the uneven access to the newtechnologies has also widened the gaps in access to social services and economic opportunities.  \nThe digital divide between regions and income groups is profound.For example,there is an internetpenetration rate of only 21 percent in the least developed countries compared to 87 percent in the developedworld [lnternational Telecommunications Unions,Measuring Digital Development,Facts and Figures(2019)].  \nIn Africa and South Asia,many countries have over 75 percent of their population left without access tothe internet,especially in rural areas and among economically vulnerable groups.Hence,addressing theissue of digital exclusion has emerged among the most pressing development challenges today and in thenear future.  \nDigital technologies have an enormous potential to unlock more economic opportunities in activities likeagriculture,manufacturing,and services.Industry 4.0 technologies,in particular,are expected to increasefactor productivity,which may lead to greater global production.Moreover,in many developing
