Dr. Muhammad Al Jasser - 113th Meeting of the Development Committee","Statement by H.E. Dr. Muhammad Al Jasser, Chairman of the Islamic Development Bank (IsDB) Group, delivered at the 113th Meeting of the Development Committee on April 16, 2026. The statement highlights heightened global uncertainty, tight financial conditions, and persistent debt vulnerabilities, compounded by geopolitical and structural pressures such as climate change and rapid technological transformation. It emphasizes enabling environments for jobs and productivity growth, including competitiveness through human capital, infrastructure, and business conditions, alongside private-sector dynamism, financial inclusion, and innovation access.","Public Disclosure Authorized \nDEVELOPMENT COMMITTEE \n(Joint Ministerial Committee of the \nBoards of Governors ofthe Bank and the Fundon the \nTransfer of Real Resources to Developing Countries) \nONE HUNDRED AND THIRTEENTH MEETING WASHINGTON, DC – APRIL 16, 2026 \nPub lic Disc losure Authorized \nDC/S/2026-0001 April 16, 2026 \nStatement by \nH.E. Dr. Muhammad Al Jasser Chairman \nIslamic Development Bank (IsDB) Group \nStatement by \nH.E. Dr. Muhammad Al Jasser \nChairman \nIslamic Development Bank (IsDB) Group \n113th Meeting of the Development Committee \nApril 16, 2026 \nWashington, DC \nThe Islamic Development Bank (IsDB) Group is pleased to contribute to this important discussion. We commend the World Bank Group and the International Monetary Fund for their continued global leadership at a time when development challenges are becoming more complex, more uncertain, and more deeply interconnected. In such a context, a stronger and more coordinated response is not a choice — it is a necessity. \nA global context of tightening constraints \nToday, the global economy is navigating a period of heightened uncertainty. Growth continues to recover unevenly across regions with elevated downside risks. Global financial conditions remain tight, and debt vulnerabilities persist across many developing economies. At the same time, longer-term structural pressures—including climate change, demographic shifts, and the rapid technological transformation—are reshaping the conditions under which sustainable development must now take place. \nRecent geopolitical developments in the Middle East remind us all how quickly tensions and their economic impacts can transmit beyond borders, affecting energy markets, trade corridors, and broader financial conditions. For developing economies already facing constrained fiscal space and high dependence on imported food and energy, these shocks compound existing pressures and further narrow the room for policy action. \nAgainst this challenging backdrop, strengthening the enabling environment for jobs and productivity growth remains a central development priority. \nJobs and productivity as the core of development \nExpanding productive employment remains the most reliable path to sustained poverty reduction and shared prosperity. For the 57 IsDB member countries, the scale of this challenge is matched by its potential. Many are experiencing rapid labor-force growth alongside structural transformation. The priority is to convert this demographic momentum into productive, stable jobs that strengthen long-term resilience. \nWithin the IsDB Group’s emerging Ten-Year Strategy Framework, inclusive productivity growth anchors our approach through two mutually reinforcing priorities. The first is strengthening the fundamentals of competitiveness through sustained investments in human capital, quality infrastructure, and a business environment where firms can operate and grow with confidence. The second is ensuring that productivity \ngains translate into broader economic opportunity, supported by stronger private-sector dynamism, deeper financial inclusion, and greater access to innovation and technology. \nSmall and medium-sized enterprises are the backbone of employment in many ofour member economies. Yet they continue to face persistent constraints — particularly in access to long-term finance, digital services, and entrepreneurial support. Removing these bottlenecks is essential if firms are to innovate, scale their operations, and generate the sustained employment that drives long-term growth. \nEnabling private sector-led growth \nSustained job creation depends on a robust private sector that can operate with confidence—backed by predictable regulations, capable institutions, and conditions that reward investment. Yet for many businesses, access to finance remains a binding constraint. \nThis is where multilateral development banks have a critical role to play.
