Committee\n\n## October 16,2025\n\nWashington,DC  \nIn a context of increasing geopolitical and trade tensions and heightened policy uncertainty,the globaleconomy continues to show resilience,with growth projections mostly revised upward with respect to July.This gives us room for optimism,as we have managed to avoid the worst scenarios anticipated in recentyears.  \nHowever,successive adverse shocks have exacerbated vulnerabilities in emerging markets and developingeconomies (EMDEs),threatening the achievement of the Sustainable Development Goals(SDGs).Fiscalspace is constrained,foreign direct investment inflows into these economies have fallen considerably anddebt burdens remain elevated,weighting on EMDEs ability to narrow per capita income gaps with richercountries.Meanwhile,risk of increasing climate shocks,food insecurity and inequality remain high,migration and forced displacement are reaching record levels and learning losses and health crises areundermining human capital.  \nIn this context,the renewed focus onjobs in the World Bank Group's agenda is a very welcome approach.The creation ofhigh-quality and inclusivejobs should not just be viewed as an outcome of the developmentagenda,but as an all-encompassing principle in itself.Not only do jobs provide individuals with a stableincome,but they also foster social cohesion and political stability,both of which are essential for sustainabledevelopment.  \nSpain is proud to co-lead Alianza Africa Avanza,which exemplifies this approach.This initiative promotesprivate-sector investments that create jobs and capacity in Western Africa,addressing the root causes ofpoverty and inequality while fostering local development.It aligns very closely with the World BankGroup's Jobs Agenda and its three core pillars:i)foundational infrastructure,including physical,human,and natural assets,which is essential for creating the conditions necessary for private-sector job creation;ii)enabling environments,supported by knowledge-and policy-based financing,vital for fosteringeconomic growth;and iii)large-scale mobilization of private capital,crucial for driving innovation andscaling up job creation efforts.  \nTherefore,integrating jobs into the Bank's operations guarantees that every project contributes toemployment and economic growth,facilitating a coherent development approach and ensuring that theinstitution continues to fulfil its mission.  \nGoing forward,allow me to convey four key messages which,in my view,are critical to ensure the successof this agenda:  \nFirst,further examination of migration patterns and their effect on local populations is required.Regularmigration can be a driver of development as it can facilitate skill formation,capital flows as remittances,  \nand economic integration.When managed effectively,migration can transform demographic challengesinto opportunities and help countries adapt to the complexities of modern labor markets.  \nSecond,beyond the job agenda,the Bank should continue to provide support to global public goods,including climate action.Investing in climate-resilient infrastructure,such as energy,transport and
