Our constituency reaffirms its commitment to multilateralism and to the Bank's expanded mission of creating a world free of poverty on a livable planet.  \nIn this regard, we welcome the first Progress Report to Governors on the 2025 Shareholding Review, which aims to maintain the Bank’s role as an effective, responsive and inclusive institution. We reiterate that Shareholding brings both rights and responsibilities. Looking ahead to the next report to governors at the Spring Meetings 2026, we look forward to focusing on those areas where there is broad consensus among shareholders and reiterate our support for practical measures that protect the voice of the smallest and the poorest beyond voting power.  \nBuilding Job-Rich Economies Through Solid Foundations  \nJob creation is central to this mission. With 1.2 billion young people set to enter the labor market in the next decade, creating decent employment opportunities is indispensable for long-term economic development. We support the Bank's comprehensive approach, stressing that jobs should meet International Labour Organization standards and be inclusive of women, youth, and vulnerable groups. Women's economic participation remains significantly underutilized; addressing barriers such as access to finance, skills, and care responsibilities is both a development imperative and an economic opportunity. Ensuring women have equal access to employment opportunities contributes not only to growth but also to social cohesion and stability.  \nA Livable Planet as Our Guiding Principle  \nThe Bank's commitment to a livable planet, which is now a core part of the Bank’s mandate, must remain the overarching framework guiding all development efforts. Climate resilience and environmental sustainability are not merely sectoral concerns but fundamental prerequisites for lasting job creation and economic prosperity. We expect the Bank to maintain its commitment that at least 45 percent of its financing supports climate-relevant projects, ensuring that climate mitigation and adaptation remain systematically embedded across the entire project portfolio.  \nThis commitment is even more critical as the Bank reviews its energy strategy and prepares for the post- 2026 Climate Change Action Plan. Every project must be assessed for its consistency with the Paris Agreement and its contribution to a livable planet.
