Conflicts are at the forefront of these challenges: there can be no sustainable development and shared prosperity without peace.  \nFrance condemns the war of aggression launched by Russia against Ukraine. France will continue to support Ukraine and calls on international financial institutions to remain fully mobilized.  \nFrance calls for an immediate ceasefire in Gaza, the unconditional and immediate release of hostages held by Hamas, as well as the cessation of hostilities in Lebanon. France urges Israel to ensure protection of all civilians at all times and to facilitate the immediate and massive access of the population to humanitarian aid, in accordance with its obligations under international and humanitarian law, which must be respected by all.  \nThe World Bank Group has adopted an ambitious agenda to end poverty on a livable planet. France has been supporting this agenda for two years, notably through the Paris Pact for People and the Planet resulting from the Summit for a New Global Financing Pact, now backed by 67 partners. It is crucial to advance this agenda collectively to achieve the Sustainable Development Goals. International solidarity is essential for us to tackle poverty, inequality, climate change, biodiversity loss, and pollution altogether, with a priority focus on low-income and the most vulnerable countries.  \nAs such, France supports the World Bank's evolution process and welcomes efforts to make it a better Bank.  \nFrance welcomes the World Bank’s efforts to simplify its operational model and better meet client countries’ needs while strengthening its impact. The adoption of the new Corporate Scorecard is a major step forward and should foster a cultural change within the Group. France supports initiatives aimed at scaling up the development of replicable and high-impact projects, particularly through the six Global Challenge Programs and reducing project preparation times. France looks forward to discussions on the future grant facility for project preparation. France recognizes the collective interest in developing and implementing projects with cross-border externalities, supported by financial incentives benefiting middleincome countries. France emphasizes the importance of the Group's value added in the most challenging contexts: fragility, conflict, and violence (FCV) settings, where large-scale projects are not feasible, and project design is more complex and requires a tailored approach. This work is essential to fulfil the Bank’s objectives and must continue to receive adequate financial and human resources, taking into account the vulnerability of countries.  \nFrance welcomes the progress made in identifying barriers to private investments in developing countries and calls for continuous efforts in addressing them. We encourage the World Bank Group to continue better mobilizing private capital by supporting enabling business environments in recipient countries, supporting  \nlocal currency financing, guarantees—through the new World Bank Group common guarantee platform—and equity investments.
