To mitigate these shocks and address global challenges such as climate change and fragility, the international development community has to step up, deliver faster, better and bolder. While addressing short-term crises, maintaining a firm focus on longer-term, resilient and inclusive development is critical to end poverty and boost prosperity on a livable planet as well as achieve the ambitious objectives of the Agenda 2030 and the Paris Agreement. For our Constituency, building resilience to climate change and reliable access to water and clean energy are key to preserve long-term prospects. We thank the World Bank for its continuous support to the development goals of our Constituency members.  \nCurrent challenges call for more strategic partnerships and systematic coordination among development actors. The multilateral development banks (MDBs) need to work better as a system to achieve greater impact and efficiency. The ongoing work on a Partnership Charter, the Partnership Council, the collaborative co-financing platform, the Guarantee platform, and the Livable Planet Fund are welcome initiatives that need rapid implementation in close coordination with other MDBs. We encourage the World Bank to proactively engage stakeholders as early as possible, thereby promoting co-creation and codevelopment in such platforms. It is critical that the World Bank systematically cooperates and coordinates with development, peace and humanitarian actors and focuses on the most pressing development challenges, taking into account its comparative advantages and a division of labor with other partners. For instance, we invite the World Bank to promote joint diagnostics with development partners and to harmonize policies, standards and procurement rules.  \nWe look forward to continued progress on the Evolution reform agenda to align the World Bank's capacity and governance structures with its ambitions and enable it to credibly deliver on its mandate. We welcome in particular the World Bank’s new corporate scorecard and the concrete measures undertaken to strengthen a one Bank approach. Global Challenges Programs are a promising instrument to achieve impact at scale. We welcome Management’s initiative to develop a Financial Incentives Framework to achieve the Bank’s ambitious agenda of addressing global challenges in addition to fighting poverty. We welcome the proposal on a financial incentives framework that strikes the balance between attracting partner contributions, stimulating client demand, ensuring operational feasibility, efficiency and simplicity, and preserving financial sustainability. We understand the proposed “learning by doing” approach to kick-off the framework, but we should strive for with the first review.
