It also reports the CEB’s upgraded credit ratings to AAA, enabling stronger activity in capital markets and social inclusion bonds.","Public Disclosure Authorized  \nPublic Disclosure Authorized  \nDEVELOPMENT COMMITTEE  \n(Joint Ministerial Committeeof the  \nBoards of Governors of the Bank and the Fundon theTransfer of Real Resources to Developing Countries)  \nONE HUNDRED AND EIGHTH MEETINGMARRAKECH,MOROCCO-OCTOBER 12,2023  \nDC/S/2023-0046  \nOctober 12.2023  \nStatement by  \nCarlo Monticelli  \nGovernor  \nCouncil of Europe Development Bank  \nStatement by  \nCarlo Monticelli  \nGovernor  \n# Council of Europe Development Bank\n\n108Meeting of the Development Committee  \nOctober 12,2023Marrakech,Morocco  \nI am grateful for the opportunity to share an update from the Council of Europe Development Bank(CEB)and its perspective on the road ahead for strengthening the capacity of multilateral development banks(MDBs)to tackle today's challenges and work together as a system.  \nThe CEB's mission is to promote social cohesion in Europe.As defined by the Council of Europe,socialcohesion is the capacity of a society to ensure the welfare of all its members,minimizing disparities andavoiding marginalisation.The CEB pursues its mission by financing social investment projects,with a focuson serving vulnerable people.  \nIn the current context,the CEB's mandate is more relevant than ever.The challenges that Europe facesconverge to the detriment of the most vulnerable,adding to long-standing development needs andjeopardizing progress towards achieving the 2030 Sustainable Development Goals.With its wide Europeanmembership and unique social mandate,the CEB has a special role to play to tackle these challenges.  \nThe CEB welcomes the World Bank's updated mission and vision,illustrated in the Report to Governorson World Bank Evolution,and its continued focus on ending poverty,boosting prosperity,and promotinginclusion,resilience and sustainability to achieve its goals.  \nUkraine is the CEB's newest member state  \nUkraine officially joined the CEB as its 43rd member state on June 15,2023.At the CEB's 55th JointMeeting in July 2022,member states had unanimously welcomed Ukraine's request to join the CEB.As atangible sign of solidarity,they also agreed to exonerate the country of any payment required for accession.  \nEngaging with Ukraine is one of the three overarching goals of the CEB's Strategic Framework 2023-2027,endorsed by member states in December 2022.In its activities,the CEB will align with the principles ofthe Council of Europe's Action Plan for Ukraine 2023-2026.In line with the priorities of the Ukrainianauthorities,the CEB will operate in Ukraine with a focus on social sectors,such as healthcare and housing,where it can add the highest value.  \nThe World Bank's second Rapid Damage and Needs Assessment places the total estimated needs in thehealth sector of Ukraine at around US$16 billion.The CEB has been working with Ukrainian authoritiesand the World Bank to help meet these urgent needs and provide co-financing within the \"HealthEnhancement and Lifesaving”(HEAL)framework operation.HEAL finances the restoration andreconstruction of medical infrastructure,the provision of rehabilitation and mental health services,as wellas capacity building efforts.  \nThe CEB will also be active in the housing sector in Ukraine.To date,over 23,000 multi-apartmentbuildings across the country have been damaged or completely destroyed during the full-scale invasion ofUkraine(as compiled in the Register of Damaged and Destroyed Property).As a first step,the CEB recently  \napproved a E2 million grant to finance housing repairs for vulnerable households.The CEB will continueto work with Ukrainian authorities to identify opportunities to provide housing solutions to the people mostin need.  \nThe CEB looks forward to continued cooperation with Ukraine and relevant development partners onreconstruction and recovery efforts for the country,and stands in solidarity with the people of Ukraine.  \nThe CEB has regained the highest ratings with all major Credit Rating Agencies  \nOn July 18,2023,Fitch Ratings ","cbCaidj9T9jRljcj","https://ap.wps.com/l/cbCaidj9T9jRljcj","pdf",314571,1,3,"English","en",105,"# Council of Europe Development Bank\n## 108 Meeting of the Development Committee\n## Mission and social cohesion focus\n## Ukraine membership and strategic framework\n## Support for healthcare and housing\n## Credit rating upgrades and implications\n## Strengthening MDBs as a system","[{\"question\":\"What is the Council of Europe Development Bank’s core mission and how does it pursue it?\",\"answer\":\"The CEB’s mission is to promote social cohesion in Europe by financing social investment projects.
