It is also the source of another major shock toa world economy already hard tested by the lingering effects of the pandemic and the war in Ukraine. For developing countries, this is not just an energy shock. It is a poverty, food, health and jobs shock.  \nAvoiding development reversals  \nEnergy price spikes reverberate through entire economies. They raise transport and production costs. They push up fertilizer prices and fuel food inflation. And they hit hardest where resilience is already weakest: in countries highly exposed to the shock, where populations are already highly vulnerable to real income losses, and where governments have the least policy space to respond.  \nBecause poorer households allocate a disproportionate share of their income to food and energy, these price spikes can trigger a sharp contraction in real income, directly worsening poverty and inequality. Left unmitigated by social policy, vulnerable households are forced to make impossible choices. They eat less, pull children out of school, postpone health care and sell what little they have. These are not temporary coping mechanisms, they are pathways to deeper poverty, greater inequality, and lasting damage to human development.  \nThe WFP has estimated that close to 45 million more people-most of which in Africa and Asia-could fall into acute food insecurity or worse this year if the conflict continues through mid-year and oil averages above $100/barrel. This is on top of an already estimated 318 million food insecure people globally. UNDP estimates that if military escalation should continue, it could force 20.3 million people to fall below the $4.20/day poverty line and 32.5 million people to fall below the $8.30/day poverty line –with acute  \n1 See [https://news.un.org/en/story/2026/04/1167244](https://news.un.org/en/story/2026/04/1167244)  \nimpacts in Gulf Cooperation Council (GCC) countries and for net energy importers across Asia, Africa and Small Island Developing States (SIDS) . The equivalent cash transfer required to neutralize the effects of this downturn is in the order of $6 billion.  \nThe bridge to job creation  \nThe World Bank is right to place more and better-paid jobs at the center of its agenda. Periods of cost shocks and economic uncertainty make it even harder for people to maintain and find work and for firms to invest and hire. As pointed out by the World Bank, in the coming 10 to 15 years, more than one billion young people in developing countries will reach working age.
