In developing countries, the private sector accounts for up to 90 percent of employment and is central to driving innovation, entrepreneurship and economic transformation. The development challenge is urgent. Over the next decade, 1.2 billion young people will reach working age, yet only 420 million jobs are projected under current trends. Bridging this gap demands a bold and coordinated effort to unlock the full potential of private enterprise.  \nLaying the Foundations to Power Jobs through the Private Sector  \nThree interlinked conditions are essential to catalyzing private sector investment and unleashing its job creating potential:  \n• Infrastructure Development: Quality infrastructure lowers the cost of doing business, expands access to markets and enables firms to grow. Transport systems, energy supply, and digital connectivity are fundamental to attracting investment and scaling enterprise activity. Infrastructure is not simply a foundation for growth. It is a precondition for jobs.  \n• Regulatory and Policy Environment: Private investment flourishes in environments where rules are clear, predictable and transparent. A level playing field, secure property rights and efficient legal systems enable competition and long-term commitment.  \n• Digital Readiness and the Future of Work: The digital economy is reshaping how jobs are created, businesses operate, and services are delivered. For developing countries, digitalization offers an opportunity to leapfrog legacy systems and participate more fully in the global economy. Realizing this potential will require investment in digital infrastructure, inclusive digital skills and adaptive policy frameworks. Without deliberate action, digital transformation may deepen divides rather than expand opportunity.  \nWhat It Takes to Power Jobs: The Role of Multilateral Development Banks (MDBs)  \nMultilateral development banks have a vital role to play in creating an ecosystem that supports inclusive private sector development. This extends beyond financing. It requires long-term commitment in the following areas:  \n• Building Markets and Value Chains: MDBs can help anchor supply chain integration and facilitate linkages between large firms and small enterprises. Strengthening these ecosystems supports entrepreneurship, encourages formalization and creates jobs in the real economy.  \n• Expanding Access to Finance: From micro and small enterprises to fast-growing firms, access to capital remains a major constraint.
