Spurred on by more than a dozen national reports that spelledout what is wrong with American elementary and secondary education,governors,state boards of education and state legislatures establishednearly 300 state-level study commissions.proposed countless educationreform measures,and adopted many of the recommendations contained in thenational reports.An Education Week survey reported that by the end of1984,43 states had raised their high school graduation requirements,37states had acted to institute statewide assessment of students,andnearly 30 states had made changes in teacher certification procedures,including the enactment of a teacher competency test.
