Introduction  \n1. The State and Peacebuilding Fund (SPF), the main Trust Fund program to drive innovation and assist in implementing the World Bank’s work on addressing fragility and conflict since 2008, will close on December 31, 2022. The SPF has been successful in achieving its objectives and targeted outcomes, and as the multi-donor trust fund is nearing its closing, it is proposed that it be replaced with the State and Peacebuilding Fund 2.0 Umbrella Program (SPF 2.0)that further builds on this success. SPF 2.0 will adjust the program objectives under the SPF, to align fully with the FCV Strategy pillars and approach, continuing to innovate and to push the frontiers in FCV. SPF 2.0 will be the main global Umbrella Program for implementing the Bank’s Fragility, Conflict and Violence (FCV) Strategy.  \n2. This paper seeks Executive Directors’ approval for: (a) the establishment of the SPF 2.0 Multi-Donor Trust Fund, which will serve as the anchor Trust Fund under the SPF 2.0 Umbrella Program; and (b) Bank Management to establish Associated Trust Funds under the Umbrella Program, as described in this Board paper. Following this introduction, Section II briefly reviews the Bank’s institutional history in responding to the needs of fragile states and conflict-and violence-affected countries. Section III provides an overview and background information on the current SPF. Section IV sets out the features and governance of the new Umbrella Program. A risk assessment of the program can be found in Section V. Finally, Section VI provides a recommendation for the establishment of SPF 2.0. The SPF 2.0 Theory of Change and Indicative Results Framework are set out in Annex I and Annex II, respectively.  \n3.
