Executive Summary  \ni. This Completion and Learning Review Validation (CLRV) assesses the World Bank Group’s (WBG) Completion and Learning Review (CLR) of the Sri Lanka Country Partnership Framework (CPF) for fiscal years (FY) 2024-27. The validation covers the period FY24-25 since the CPF period was shortened to replace the FY24-27 CPF with anew CPF.  \nii. The FY24-27 CPF was well aligned with the government strategy and addressed the key constraints identified in the 2022 Systematic Country Diagnostic (SCD) Update and 2023 Risk and Resilience Assessment (RRA). The CPF program paired a stabilization-first agenda with targeted human capital and social protection, and integrated climate resilience. High Level Objective (HLO) 1 aimed to restore macro fiscal and financial stability, enhance economic inclusion, and improve the private investment climate to rebuild real incomes and conditions for private sector jobs. HLO 2 aimed to protect and enhance human and natural capital via better targeted cash transfers and primary health care system strengthening to prevent further erosion of welfare among the poor and bottom 40 percent. Corporate priorities, including gender and inclusion, were addressed by monitoring progress in expanding pro-poor transfersand women’s rights. However, jobs outcomes are proxied by indicators for enabling business conditions (trade, digital, State-Owned Enterprise (SOE) reforms) rather than direct, gender-disaggregated employment. Enhancing resilience was a cross-cutting theme of the CPF.  \niii. While IEG did not rate the overall development outcome of the CPF due to its early termination, ratings are assigned based on the degree of achievement of each CPF objective. Both HLOs were rated as Moderately Satisfactory. One of the five objectives was rated as Achieved, three as Mostly Achieved, and one as Not Achieved. The strongest results were achieved under the objective to Improve Fiscal and Debt Sustainability in HLO1 (objective 1) . The quantitative targets and conditionality on the primary balance and debt-to-GDP ratios (debt restructuring) were primarily driven by the government under an International Monetary Fund (IMF) program. The WBG provided complementary support to policy and institutional reforms, such as tax administration and policy, establishment of a unified debt management function, and Public Financial Management (PFM) improvements, that underpinned outcomes under the IMF-supported program. As a result, public and publicly guaranteed debt fell as a share of GDP and the primary fiscal balance shifted from a large deficit in 2022 to healthy surpluses in 2023, 2024, and 2025. Good results were obtained on economic inclusion (objective 2), health, education, and social protection (objective 4), and strengthening natural and human capital (objective 5) . The negligible results under objective 3 (investment climate and financial sector resilience and efficiency) were due to only partially implemented or not implemented reforms (on tariff, tax administration, and SOE reforms, SOE divestment, and banking sector restructuring), supported by the 2023-25 Resilience, Stability and Economic Turnaround (RESET) Development Policy Operation (DPO) series, some of which were deferred to later operations.  \niv. IEG rated the WBG performance as Good. The two HLOs addressed Sri Lanka’s main development challenges.
