is a classic example of ournative predisposition to do the right thingfor the wrong reason.It was created pri-marily to solve an urgent railroad prob-lem more than to salvage railroad passen-  \nger service.The railroads electing to joinAMTRAK in May of 1971 were relieved oftheir common carrier operations in ex-change for a payment equal to one-halftheir 1969 losses on passenger service,which in total were $500 million and wouldhave been $800 million at 1974 prices.  \nSignificant Reform Designated  \nThose electing to join the AMTRAKsystem,and all except the Southern,theDenver &Rio Grande,and Rock Island,did so,granted operating rights for 25years and agreed to run our trains for 10years.A very significant reform was thedesignation by the Secretary of Transpor-tation of a new nationwide basic system.After careful study,21 city pairs werechosen,serving all but one of our majorcities and linking the nation with a gridof five transcontinental and five north andsouth routes.Route mileage of the newsystem was approximately one-half thepre-AMTRAK total—25,000 miles.  \nCongress had found that modern,eff-cient intercity railroad passenger serviceis a necessary part of a balanced transpor-tation system.  \nGoing for us,we had what was left of$40 million for incorporation,about $200million in railroad entry payments spreadover three years,and $100 million of
