Ms. Kugler wished to be recorded as objecting and Ms. Chang wished to be recorded as abstaining.  \nDirectors noted that the extreme energy poverty in South Sudan, alongside the deep institutional fragmentation of the energy sector, is preventing the country from making progress toward meeting the goal of ensuring affordable and sustainable access to energy. They recognized the integral role that this operation could play in stimulating future private-led investments to further electrify the country and in ensuring greater access to affordable and sustainable energy.  \nDirectors took note of South Sudan’s complex political economy and the risks associated with implementation, particularly weak institutional capacity, and fiduciary risks. They stressed the importance of staying engaged and urged Management to adopt a cautious approach, including robust monitoring and supervision, and ensure that fiduciary risk mitigation measures are fully in place during implementation. They called for vigorous actions from the country to prioritize institutional building, addressing corruption, and strengthening gender equality and human capital development. They also expressed concern about the potential spillovers from the ongoing situation in Sudan.  \nFinally, Directors stressed the need for continued political economic analyses and close monitoring to inform a flexible approach to implementation.
